Illinois Governor Pat Quinn recently released details about Advantage Illinois, an initiative that will provide financing and assistance to entrepreneurs and small businesses. Initial funding for the initiative will be provided by the federal government through the U.S. Treasury's State Small Business Credit Initiative (SSBCI). The Illinois Department of Commerce and Economic Opportunity will administer the program, will use the $78 million in federal funding to spur private lending to small- and medium-sized businesses.

A newly established policy academy providing guidance and technical assistance will help seven states improve their environment for innovation and align state R&D investments, workforce development and education systems with current and future needs of advanced manufacturing industries. The policy academy will help each state develop a plan or overcome barriers for putting a plan into action through a highly interactive team-based process that includes input from NGA, MEP, EDA, SSTI, private sector consultants, and research organizations.

The U.S. Commerce Department's Economic Development Administration announced Matthew Erskine will join the agency as the U.S. deputy assistant secretary of Commerce for Economic Development and chief operations officer.

Less than two years into his first term, Illinois Governor George Ryan has made tech-based economic development a leading priority. Advanced Technology Program

The Advanced Technology Program (ATP) within the National Institute of Standards and Technology is accepting applications for three leadership positions: the Deputy Director for ATP, the Director of the Economic Assessment Office, and Director of Information Technology and Applications. Dennis Yablonsky, who has been serving as CEO for both the Pittsburgh Digital Greenhouse and the Pittsburgh Life Sciences Greenhouse for most of the past year, has decided to focus exclusively on the biotech initiative. His replacement as president and CEO at the Pittsburgh Digital Greenhouse is David Ruppersberger.

Dennis "Mickey" Flynn is the new president of Pennsylvania BIO.

Of the 118 university-based startups launched in Illinois between 2006-13, about 73 percent remain in the state, according to the latest issue of the Illinois Innovation Index. The 2013 fourth quarter report of the Index focuses on the recent strides made by the state in building a stronger technology transfer pipeline. During the five-year period of 2008-12, Illinois universities received 47 percent more patents than they did during the 2003-07 period, almost triple the national growth rate.

Rich Luank, President & CEO of Innovation Works, recently was elected to the State Science and Technology (SSTI) Board of Trustees. Lunak will assist in providing strategic guidance and oversight of SSTI’s operations as the group works to encourage economic growth through science, technology and innovation.

Patrick Gallagher has been named the 18th chancellor and chief executive officer of the University of Pittsburgh. Gallagher currently serves as acting deputy secretary of the U.S. Department of Commerce and director of the National Institute of Standards and Technology.
