Less than two years into his first term, Illinois Governor George Ryan has made tech-based economic development a leading priority. After many years with the variously named New York offices for science & technology, Bruce Layton is moving to Illinois to become the Director of Government Relations for Northwestern University.

Registrations for SSTI’s fourth annual conference, Beyond the Hype: Tools for Building Tech-based Economies, have been brisk. As a result, the Regal Knickerbocker Hotel has no more vacancies at our special conference discount rate -- if any rooms are available at all by the time of this release. The hotel was kind enough to extend our room block by 50 percent before the discount deadline this past weekend.

Advanced Technology Program

The Advanced Technology Program (ATP) within the National Institute of Standards and Technology is accepting applications for three leadership positions: the Deputy Director for ATP, the Director of the Economic Assessment Office, and Director of Information Technology and Applications. Of the 118 university-based startups launched in Illinois between 2006-13, about 73 percent remain in the state, according to the latest issue of the Illinois Innovation Index. The 2013 fourth quarter report of the Index focuses on the recent strides made by the state in building a stronger technology transfer pipeline. During the five-year period of 2008-12, Illinois universities received 47 percent more patents than they did during the 2003-07 period, almost triple the national growth rate.

Several bills aimed at supporting startups, advancing research and improving the workforce have been introduced with the start of the 2014 sessions. Some of the proposed legislation offers a glimpse into the investment priorities of governors and lawmakers in the wake of economic recovery. Providing innovative companies with access to startup funds is a continued theme from previous years. Some states are seeking to expand tax credits for angel investors or offer new tax credits to encourage emerging industries. Other bills focus on generating more skilled workers quickly and positioning universities to enhance regional economic competitiveness.
