It won’t come to any surprise to Digest readers that there’s a connection between universities and economic prosperity. In addition to educating students and advancing science and technological innovation, the localized economic impact of institutions, alone, provides a buffer to economic swings for many mid-sized and smaller cities and college towns. How best to incorporate universities into regional tech-based economic development strategies without compromising core missions is an art not every community has mastered.

In his recent combined State of the State and budget address on March 7, Illinois Gov. Rod Blagojevich proposed the formation of the Illinois Community Assets Fund (ICAF), a $100 million venture designed to increase access to capital and financing to economically distressed communities and populations that have had inadequate access to mainstream capital markets within the state. The assets of ICAF would be contained within the State Treasury, and the Illinois Department of Commerce and Economic Opportunity (DCEO) would administer the fund.

Gov. Phil Bredesen’s budget proposal for 2007-2008 includes more than $100 million in new funding for several new education and high-tech development initiatives and a strategy to spur the state’s alternative fuels industry.

After many years with the variously named New York offices for science & technology, Bruce Layton is moving to Illinois to become the Director of Government Relations for Northwestern University.

A pilot program meant to spur entrepreneurship with community involvement is set to begin in Torrington, Wy., in the next two months. A joint venture between the Goshen County School District, Eastern Wyoming College, and Goshen County Economic Development, the project, Planned Approach to Community Entrepreneurship (PACE), is designed to facilitate small businesses and help them achieve higher success rates.

Hydrogen and fuel cell technologies in Illinois could produce sustainable economic growth and environmental benefits for years to come, suggests a report recently released by the Illinois Coalition. The Tennessee Technology Development Corporation (TTDC), the lead organization in Tennessee for technology-based economic development, is seeking a president and chief executive officer (CEO). This position is responsible for the overall direction and management of TTDC and its programs, including resource development, finances, contracts, compliance reporting and operational policies. He or she will work with a 22-member board of directors to establish and successfully implement a work plan that fulfills the organization's mission.

The Illinois 1997 High Tech Yearbook is a first-ever annual report documenting the people, organizations and infrastructure driving the high technology industry in Illinois. The report was recently released by the Illinois Coalition and KPMG Peat Marwick, in cooperation with the State of Illinois and the City of Chicago.

The Yearbook is the latest addition to a growing number of states or regions that are developing technology indexes.
