Pair of IL Bills Boost Investment in Tech-based Firms, Support Student Entrepreneurs

Gov. Pat Quinn this week signed into law two bills in support of tech-based companies and student entrepreneurs. SB 107 builds on the state's Technology Development Account, which allows the state to invest up to 1 percent of its investment portfolio in venture capital firms that in turn invest in technology-based businesses. The new law increases the amount to 2 percent. Companies may use the funding for R&D, marketing new products and workforce expansion. Another bill signed by Gov.

New Milwaukee Initiative Intends to Connect Design Talent with Manufactures

The Greater Milwaukee Committee (GMC) announced Innovation in Milwaukee (MiKE) — a new $500,000 initiative designed to align southeastern Wisconsin's global and advanced manufacturers with the region's design, technology and innovation companies. MiKE will be built around three core elements:

Wisconsin Gov. Scott Walker is the latest governor to call a special session focused on economic development proposals he says will create jobs (see the Sept. 7, 2011 issue of the Digest). Gov. Walker issued the executive order last week, calling it a "Back to Work Wisconsin" special session.

IL Launches $78M Small Business and Startup Initiative

Illinois Governor Pat Quinn recently released details about Advantage Illinois, an initiative that will provide financing and assistance to entrepreneurs and small businesses. Initial funding for the initiative will be provided by the federal government through the U.S. Treasury's State Small Business Credit Initiative (SSBCI). The Illinois Department of Commerce and Economic Opportunity will administer the program, will use the $78 million in federal funding to spur private lending to small- and medium-sized businesses.

Seven States Selected to Identify, Implement Strategies for Enhancing Manufacturing

A newly established policy academy providing guidance and technical assistance will help seven states improve their environment for innovation and align state R&D investments, workforce development and education systems with current and future needs of advanced manufacturing industries. The policy academy will help each state develop a plan or overcome barriers for putting a plan into action through a highly interactive team-based process that includes input from NGA, MEP, EDA, SSTI, private sector consultants, and research organizations.

Report Calls for a Collaborative Infrastructure of Technology Transfer in SE Wisconsin

In Technology Transfer in Southeast Wisconsin, a new report from the Public Policy Forum, researchers call for a "full-fledged collaborative infrastructure" that is adept at transferring technologies developed at the region's research institutions to entrepreneurs that will use them to create businesses and jobs in the region.

Strategy & Alliance Building: Reports Offer Two Visions for Wisconsin's Economy

Two recent reports from Wisconsin economic development organizations suggest different paths for the state's economic initiatives. A white paper from the Wisconsin Technology Council (WTC) lays out a plan to increase access to capital for Wisconsin entrepreneurs, create new workforce development strategies, improve the state's infrastructure and business climate, and implement technology development and transfer strategies. Another report calls for greater coordination and streamlining of Wisconsin's existing programs through the creation of two new entities with a statewide reach.

SBA Selects 10 Regional Efforts for Cluster

The Small Business Administration (SBA) announced the selection of 10 regional economic development and job creation efforts through a new pilot program, Innovative Economies, that supports small business participation in regional economic clusters. SBA's funding is designed to expand the opportunities and the role small businesses play in these regional collaborations. The awardees were selected from among 173 applicants. Awards went to organizations in: Alabama, California, Connecticut, Illinois, Michigan, Minnesota, Mississippi, North Carolina, Ohio and South Carolina.

Reorganizing Department of Commerce Top Priority for Wisconsin Candidates

Both candidates for Wisconsin governor want to reorganize and refocus the state's agency for job creation. Tom Barrett (D) has proposed moving the Department of Commerce's economic development staff into a new Office of Job Creation headed by a director who would report directly to the governor. Scott Walker (R) would hire an experienced economic development professional to head up a newly consolidated agency that replaces the department.

Wisconsin Pension Fund Introduces $80 Million "Catalyst Fund"

The State of Wisconsin Investment Board (SWIB), on of the largest public pension funds in the country, plans to invest $80 million in a new "Catalyst Portfolio", intended to create profitable returns from venture investments and to attract the attention of coastal venture firms. SWIB intends to use to funds to invest in one or more venture funds, likely through a firm on the East or West coast. That investment would allow the board to act as a matchmaker between large investors in other states and Wisconsin's investor community.

AZ, OH and WI Govs Move to Privatize State Economic Development

Three states recently have taken steps towards eliminating their primary economic development agencies, and replacing them with public-private partnerships, intended to reduce state spending and improve the responsiveness of state efforts.

Wisconsin Enters Online Higher Ed Market with New Flex Degree Program

A new online flexible degree program backed by Gov. Scott Walker and the University of Wisconsin (UW) System aims to significantly raise the number of college graduates by allowing adults with some college experience to work at their own pace, earn credit for what they already know, and pay reduced rates through partnerships with employers. In order to appeal to the nearly 700,000 Wisconsin adults with some postsecondary education credit, the UW Flexible Degree provides a more personalized, self-paced college experience and a shortened time to degree completion.

Indiana Gov. Mitch Daniels has been named the next president of Purdue University. Daniels will become the 12th president in Purdue's 143-year history in January at the end of his second term as governor.

Illinois Launches $10.3M STEM Partnership Initiative

llinois Gov. Pat Quinn has announced the details of a $10.3 million planned partnership to develop "STEM Learning Exchanges" across the state. Eight organizations will be awarded contracts to work with regional, educational and business networks to aggregate curricular resources, assessment tools, professional development systems, work-based learning opportunities and problem-based learning challenges. Funding for the initiative will be drawn from $2.3 million in federal Race to the Top funds, with another $8 million leveraged from private partnerships.

Illinois Debuts $72.5M Smart Grid Fund

The Illinois Science & Energy Innovation Foundation, a $72.5 million investment fund approved by the state's General Assembly last year, debuted this week. While 70 percent of the fund will be used to educate consumers about smart grid technology, another $22.5 million, provided by utility companies, will support grants, loans and contracts to groups working on smart grid technologies, according to the Chicago Tribune.

Key Metrics of Illinois Innovation Economy Point to Improved Economic Growth

A culmination of twelve months of data measuring the Illinois innovation economy finds improved economic growth in four sectors: dynamism, capital, talent, and business climate. Positive indicators include record growth in university startups and a significant increase in invention disclosures and patents awarded to Illinois universities. Additionally, venture capital funding reached a ten-year high of $1.4 billion in 2012.

Illinois Approves Angel Investment Credit, Extends R&D Credit

Illinois Gov. Pat Quinn recently signed legislation approving a new tax credit to encourage angel investment and extending the state's R&D tax credit one more year. The Innovation Development and Economy Act (SB 2093) allows eligible angel and early-stage institutional investors to take a 25 percent tax credit on investments in small, technology firms. Up to $2 million may be claimed on an individual investment for a $500,000 tax credit. The program is capped at $10 million and will be effective on Jan 1, 2011.

IL Gov Calls for Expansion of Jobs Plan to Include Green Economy Initiatives

Gov. Pat Quinn unveiled last week the FY11 capital budget outlining the state's progress on the $31 billion Illinois Jobs Now plan enacted last year by the legislature (see the July 29, 2009 Digest). The governor is seeking an expansion of the program, which includes new appropriations for green economy initiatives within the Department of Commerce and Economic Opportunity (DCEO).

Milwaukee Leads Peers in Skilled Workers, Not in Startups Says Report

Milwaukee's Public Policy Forum finds that the city has a stronger lean manufacturing/high-tech workforce than many of its peer cities, but still faces challenges in new high-tech business starts and patent generation. The study used benchmarks from six other metropolitan areas, including Austin, Kansas City, Portland, Cincinnati, Indianapolis and Minneapolis. The report recommends new efforts to improve patent activity, resident educational attainment and number of SBIR awards.
