Companies seeking venture capital investments through the Great Midwest Venture Capital Conference have until August 25 to apply for consideration. The conference, this year taking place October 30-31 in Knoxville, Tennessee, annually draws around 200 investors and other financial professionals. The tenth annual event is organized by the Indiana Business Modernization and Technology Corporation and Technology 2020, located in Oak Ridge, Tennessee. 

A call for action for states from the Northwest region was the result of Linking Regional Resources, a conference of approximately 150 business, government, national laboratory, and university representatives held in Seattle.

Oklahomans need “to make fundamental changes in the way we see ourselves and the way we do things...to prevent us from slipping farther and farther behind, languishing on the sidelines of the New Economy,” according to a 14-member committee of public and private sector leaders. 

Washington's technology boom hasn't been enjoyed equally by most communities outside of the Seattle or Spokane urban areas. Two laws recently passed by the Washington legislature are intended to provide tax credits, infrastructure financing, and other incentives to spread the economic benefits of technology into the state's most rural counties.

The United States Innovation Partnership (USIP) reported on a recent roundtable discussion on the 21st Century Economy. The topic of the discussion was the role of states in science and technology. The roundtable highlighted "best practices" in technology-based economic development in five states (Oklahoma, Kansas, Indiana, Utah, and Pennsylvania).

The Oklahoma Center for the Advancement of Science and Technology (OCAST) is seeking a chief executive officer. OCAST's statutory mandate is to contribute to the public policy goals of expanding and diversifying Oklahoma=s economy, providing new and higher quality jobs to improve Oklahoma's per capita income and encouraging the development of new products, new processes, and whole new industries in Oklahoma. The 1998 annual report of the Indiana Business Modernization and Technology Corporation (BMT) addresses various changes encountered by the organization this year.

Two of the state-wide issues Oklahomans will decide on November 3 would allow major changes in the way the state conducts technology transfer activities. The purpose of the initiatives is to promote the commercialization of university research and support university innovation.

Washington has the second highest employment growth rate in the U.S., according to the 2001 Index of Innovation and Technology for Washington — a report released by the Washington Technology Center. The state's 33 percent increase in employment growth rate over the last five years allowed it to move up four positions, second only to Utah. 

With the establishment of a $1 million trust fund to serve as seed money, the new Oklahoma Institute of Technology intends to position the state as a national leader in information technology, engineering, and biotechnology. Governor Frank Keating signed Senate Bill 694 into law June 8, creating the public-private collaboration. Tulsa World news reports indicate supporters of the institute anticipate raising a $100 million endowment for the project and securing additional state support.

Indiana 

The Indiana legislature approved a $50 million appropriation over the next biennium for Indiana's 21st Century Research and Technology Fund. The program supports the development and commercialization of advanced technology. Created in 1999 (see related 9/10/99 Digest story), the fund received $50 million in the 2000-2001 biennium. 

It only seems natural that SSTI celebrate a decade of convening the premiere professional development event for the nation's tech-based economic development community in a state that, for nearly 20 years, has been a pioneer for innovative approaches to transform regional economies — Oklahoma. SSTI's 10th annual conference and pre-conference intensive workshops will be held at the Cox Convention Center in Oklahoma City on Oct. 31-Nov. 2.

Dr. Robert Center has retired. Dr. Center was the executive director of the Washington Technology Center.

The Oklahoma Center for the Advancement of Science and Technology (OCAST) is creating the Oklahoma Technology Commercialization Center. The Center will help technology-based firms assess their commercialization needs, guide them through the commercialization process, and link them to a network of technology sources and commercialization assistance services.

One of the latest examples of the important role a foundation can play in tech-based economic development strategies comes from a recent $15 million donation to Tulsa University. The Chapman Trust, established after the deaths of Oklahoma oilman James Chapman and his wife Leta Chapman, made the donation to perpetually endow nine new junior faculty positions at the university.

The Oklahoma Alliance for Manufacturing Excellence, Inc. will receive $1.5 million from the National Institute of Standards and Technology's Manufacturing Extension Partnership (MEP). The Alliance, a program of the Oklahoma Center for the Advancement of Science and Technology, is an MEP affiliate that received its initial federal funding through the Technology Reinvestment Project.

The Alliance for Manufacturing Excellence (AME), a non-profit start-up organization, seeks an Executive Director to build and operate a successful manufacturing services organization. The Executive Director will guide AME in its mission of assisting smaller manufacturers to adopt more advanced manufacturing technologies and management techniques.

Bill Sibley has been named as President of the Oklahoma Center for the Advancement of Science and Technology. Mike Irby, who has been serving as Acting President for OCAST, will be retiring at the end of the year.
