A study released last week by the Economic Development Administration (EDA) and Carnegie Mellon University's Center for Economic Development finds that, within a region, universities are best able to affect the growth of young, emerging clusters. The study, Universities and the Development of Industry Clusters, concludes a "university must have a large base of research and development in order to significantly impact a cluster..."

Indiana Gov.-elect Mitch Daniels has named Chuck Schalliol as his budget director. Schalliol had been on loan from Eli Lilly and Co. since April to serve as president and CEO of Central Indiana's BioCrossroads.

Going into yesterday's elections, it was clear at least five states would have freshmen governors as three incumbents chose not to run for re-election and two incumbents lost their parties’ nominations to seek new terms. The five states were Missouri, Montana, Utah, Washington and West Virginia.

During the states' fiscal crisis, a number of TBED programs were eliminated, while others survived. SSTI staff spent a fair amount of time analyzing what the survivors had in common, and we boiled the results down to three items that successful TBED programs have in common. A two-year grant from the Pennsylvania Dept. of Community and Economic Development enabled Lehigh University to announce last week the appointments of Glenn Doell and Graham Mitchell to serve respectively as director of the office of technology transfer and director of the entrepreneurship program.

Effective Jan. 1, Donald Kuratko will be executive director for Indiana University's Johnson Center for Entrepreneurship and Innovation. Kuratko is currently runs Ball State University's entrepreneurship program.

Travel and training dollars are limited for most tech-based economic development programs. For many states, these are the first budget items frozen in a cutback. As a result, you need to get the most bang for each dollar spent on professional development for each staff member.

Few of us would consider one piece of a jigsaw puzzle to be sufficient for comprehending the whole picture. Congratulations to Del Schuh and his staff at the Indiana Business Modernization and Technology Corp. (BMT), honored as the Project of the Year in the Economic Development category from the National Association of Management and Technical Assistance Centers. The award, BMT's second in as many years from the group, was for a program entitled, "Moving from Distress to Commerce through Collaboration."

Indiana Governor Joe Kernan has nominated Katherine Lyon Davis to serve as Lieutenant Governor. Among her past positions, Davis served as manager of Indiana's 21st Century Research and Technology Fund in 1999.

SSTI extends its sympathies to the family of Indiana Governor Frank O'Bannon. During his interrupted term in office, Gov. O'Bannon proved to be a strong friend of tech-based economic development efforts in the state.

William Stephan has been appointed vice president of engagement for Indiana University, a new position aimed at furthing economic development and related outcomes.
