Companies seeking venture capital investments through the Great Midwest Venture Capital Conference have until August 25 to apply for consideration. The conference, this year taking place October 30-31 in Knoxville, Tennessee, annually draws around 200 investors and other financial professionals. The tenth annual event is organized by the Indiana Business Modernization and Technology Corporation and Technology 2020, located in Oak Ridge, Tennessee. 

A call for action for states from the Northwest region was the result of Linking Regional Resources, a conference of approximately 150 business, government, national laboratory, and university representatives held in Seattle.

Washington's technology boom hasn't been enjoyed equally by most communities outside of the Seattle or Spokane urban areas. Two laws recently passed by the Washington legislature are intended to provide tax credits, infrastructure financing, and other incentives to spread the economic benefits of technology into the state's most rural counties.

The United States Innovation Partnership (USIP) reported on a recent roundtable discussion on the 21st Century Economy. The topic of the discussion was the role of states in science and technology. The roundtable highlighted "best practices" in technology-based economic development in five states (Oklahoma, Kansas, Indiana, Utah, and Pennsylvania).

BILL REINTRODUCED TO DOUBLE CIVILIAN R&D

The 1998 annual report of the Indiana Business Modernization and Technology Corporation (BMT) addresses various changes encountered by the organization this year.

Technology 2020, a public-private partnership, is seeking a Director of New Business Development. Technology 2020is supported by a number of large corporate "technology partners" in the Knoxville/Oak Ridge Area of east Tennessee. Technology 2020's primary objective is to leverage talent and reputation of the Oak Ridge National Laboratory and grow new technology businesses that will create new jobs and help diversify the economy of the region.

On June 25, Senators Bill Frist (R-TN) and Jay Rockefeller (D-WV) introduced a new bill, the Federal Research Investment Act (S. 2217). The purpose of the bill is to provide for the continuation of federal research investment in a fiscally sustainable way.

Washington has the second highest employment growth rate in the U.S., according to the 2001 Index of Innovation and Technology for Washington — a report released by the Washington Technology Center. The state's 33 percent increase in employment growth rate over the last five years allowed it to move up four positions, second only to Utah. 

Indiana 

The Indiana legislature approved a $50 million appropriation over the next biennium for Indiana's 21st Century Research and Technology Fund. The program supports the development and commercialization of advanced technology. Created in 1999 (see related 9/10/99 Digest story), the fund received $50 million in the 2000-2001 biennium. 

Dr. Robert Center has retired. Dr. Center was the executive director of the Washington Technology Center.

The Alliance for Manufacturing Excellence (AME), a non-profit start-up organization, seeks an Executive Director to build and operate a successful manufacturing services organization. The Executive Director will guide AME in its mission of assisting smaller manufacturers to adopt more advanced manufacturing technologies and management techniques.

The Indianapolis-based Lilly Foundation is providing nearly $60 million in two grants to help make Indiana more competitive for technology research and education and high-tech business development. The grants were made to Indiana University and the Rose-Hulman Institute of Technology.

Dr. Donald Daniel is the new CEO of the University of Tennessee Space Institute.

Chris Hedrick has announced his resignation as the Executive Science & Technology Policy Advisor in the Washington Governor’s Office to join an Internet education company.
