David Harmer, executive director of the Utah Department of Community and Economic Development (DCED), announced his retirement. Chris Roybal, senior advisor to Gov. Jon Huntsman Jr. for economic development, will take on many of Harmer's responsibilities.

It is an unfortunate and annoying consequence of politics that sometimes, with the change of gubernatorial administrations even within parties, excellent people with enviable records of delivering results for tech-based economic development programs lose their positions. SSTI has learned that Rod Linton and Michael Keene were among 33 "at-will" economic development staff at the Utah DCED fired en masse last Thursday. Gov. Indiana Gov.-elect Mitch Daniels has named Chuck Schalliol as his budget director. Schalliol had been on loan from Eli Lilly and Co. since April to serve as president and CEO of Central Indiana's BioCrossroads.

Indiana Gov. Joe Kernan has named David Dorff as the state's first director for the new Office of Small Business Advocacy.

Elizabeth Gatewood has been named director of Wake Forest University's new Office of Entrepreneurship and Liberal Arts. At Indiana University, Gatewood was the Jack M. Chair of Entrepreneurship and the director of the Johnson Center for Entrepreneurship and Innovation.

Don Gentry, vice provost for engagement at Purdue University, has announced his retirement.

The Indiana General Assembly recently passed legislation that would make permanent a 10 percent research and development (R&D) tax credit, if signed by Gov. Joe Kernan.

Legislators in Utah have passed a constitutional amendment that, with approval by voters, would allow the state's universities to take ownership in private businesses in exchange for intellectual property. The proposed amendment cleared the Utah State Legislature with relative ease, despite some concerns it will thwart the incentive of researchers wanting to commercialize their results.

Cynthia Helphingstine is the new vice president for business development for Inproteo (formerly the Indiana Proteomics Consortium).

A $100 million initiative announced last week by the Lilly Endowment Inc. will help Indiana's colleges and universities attract and retain more faculty and students. The Lilly Endowment, a private philanthropic foundation based in Indianapolis, supports community, educational and religious causes.

SSTI extends its sympathies to the family of Indiana Governor Frank O'Bannon. During his interrupted term in office, Gov. O'Bannon proved to be a strong friend of tech-based economic development efforts in the state.

Going into yesterday's elections, it was clear at least five states would have freshmen governors as three incumbents chose not to run for re-election and two incumbents lost their parties’ nominations to seek new terms. The five states were Missouri, Montana, Utah, Washington and West Virginia.
