Maryland University-Industry Program Sees 74 Percent Boost in Funding

Maryland General Assembly approval of a $1 million boost for the Maryland Industrial Partnerships (MIPS) Program, one of the nation's oldest continually run programs to support university-industry research projects leading to technology commercialization, marks a 74 percent increase above the $1.35 million program budget for 2006. Maryland Creates Loan Program for Incubator Tenants

Maryland has a new program to provide loans to early stage technology-oriented companies that are affiliated with the incubation network, Governor Robert Ehrlich announced earlier this month. The $500,000 Working Capital Loan Fund, administered by the Maryland Technology Development Corporation (TEDCO), will offer low-interest, flexible term loans of between $15,000 and $50,000 to companies in underserved parts of Maryland.

France Doubles Funding for R&D and Industrial Innovation

The U.S. can watch as another country significantly expands its investments in innovation. This time it's France, as newly appointed Prime Minister Dominique de Villepin last month announced that the national government will double its funding from €500 million to €1 billion for the Industrial Innovation Agency (IIA), and give €350 million to the National Research Agency (ANR).

Last week, Kevin Carr, the director of the Manufacturing Extension Partnership, announced that he would be leaving his position and NIST effective June 30. Kevin has led the program since 1994, and under his leadership, MEP became the exemplary federal program for working in partnership with the states.

MdBio, Inc., a nonprofit organization servicing Maryland's bioscience industry, announced it will be renamed the MdBio Foundation under restructuring and expansion efforts. The 501(c)3 organization will be overseen by a new 501(c)6 nonprofit membership trade association, MdBio, Inc.

While many regions, states and countries are lamenting a drain of talent from their area, the Pakistan Higher Education Commission is taking an opposite strategy to strengthen the nation's science and research capacity: sending up to 15,000 of its brightest students to study selected disciplines abroad through its Foreign Ph.D. Scholarship Program.

China's Goal: Quadruple GDP by 2020

In the opening ceremony of the 2005 FORTUNE Global Forum, held in Beijing on May 16, Chinese President Hu Jintao broadly outlined the course his country is taking to reach a goal of quadrupling its 2000 Gross Domestic Product (GDP) by the year 2020. Canada Invests $1B+ in S&T Initiatives over Next Two Years

The Canadian Government this week released its budget for the 2008-2009 fiscal year, which includes several new TBED-related initiatives and increases in funding for a few existing programs. The government plans to leverage its relatively strong fiscal position by providing tax relief and paying down the national debt, while providing $606 million for workforce development and $440 for research over the next two years.     U.S. Universities to Assist Development of S&T University in Saudi Arabia

    VC Investments in China Top $1B in 2004: Premier wants tech zones established to encourage even more growth

    Money is following the jobs and excitement that represents China's economy these days according to an annual survey of equity investments in China mainland businesses. Compiled by Chinese venture capital (VC) research and consulting firm Zero2IPO, the fourth annual survey found 60 firms made 253 investments totalling $1.269 billion (US) in China mainland or mainland-related enterprises in 2004.
