To establish Maryland as a global leader in science, technology, engineering and mathematics (STEM) workforce and STEM-based R&D infrastructure, a task force convened last year by Gov. Martin O'Malley urges the state to adopt a set of initiatives to reach higher performance standards in teaching and learning in addition to greater productivity in transforming the state's high volume of R&D activity into economic growth and job creation.

Incubator Numbers Grow with Interest in Tech Entrepreneurship as Recession Cure

As economists and policymakers debate the details of how and when the nation will recover from the recession, the topic of entrepreneurship and the role it will play in shaping the new economy continually arises. In the coming years, some analysts predict a rise in entrepreneurship both as a result of massive layoffs and an aging workforce not yet ready or able to retire.

WIPO Expands Searchable Patent Application Database

The United Nation’s World Intellectual Property Organization (WIPO) in Geneva recently announced an expansion of its online free searchable patent application database. In addition to containing an existing 1.65 million international patents filed for protection under the Patent Cooperation Treaty (PCT) from 30 countries, the database now includes digital information for 1.49 million additional records from the Republic of Korea, Mexico, Israel, South Africa, Singapore, Vietnam, the African Regional Intellectual Property Organization (ARIPO), and Cuba.

New Efforts Aim to Improve Manufacturing Competitiveness

Two recent efforts – a new program launched in Maryland and legislation introduced in Congress – aim to help manufacturers retool for the rapidly changing economy. Successful tech-based economies have an environment conducive to industry development of new, leading-edge products or services or processes that significantly enhance the competitiveness of existing operations. Programs and initiatives that provide industries with the essential tools and resources to effectively compete in the global marketplace are imperative to achieving this climate.

Maryland Budget Request Includes $43M for BIO 2020 Initiative

In his budget presentation to the legislature last week, Gov. Martin O’Malley called for continued support of his 10-year, $1 billion plan to build Maryland's reputation as a global leader in biosciences. To this end, the governor recommends $43 million in FY11 for stem cell research, tax credits for biotech companies, and support for biotechnology commercialization and translational research.

ITIF Ranks U.S. Last in Progress on Innovation and Competitiveness

A recent Information Technology and Innovation Foundation (ITIF) report ranks the U.S. last among 40 countries in progress toward creating an innovation-based economy over the past decade. The findings contradict several other studies that continue to depict the U.S. as the global leader in economic competitiveness. E-government, broadband, trade balance and corporate R&D were particularly weak areas for U.S. progress relative to other countries. ITIF warns that the U.S.

Venture Capital Dollars Leaving U.S. As Industry Goes Global

New evidence suggests that venture capitalists increasingly view international investment as the future of the industry. The 2009 Global Venture Capital Survey, conducted by the National Venture Capital Association (NVCA) and Deloitte, finds that 52 percent of venture capitalists around the world are currently investing outside their home country. Most investors also believe that their involvement with international partners will increase in the near future.

Rebecca Bagley, who left her position as deputy secretary for the Technology Investment Office within the Pennsylvania Department of Community and Economic Development, was appointed president-elect of NorTech. Bagley will succeed Dorothy Baunach, the founding staff director of NorTech, as president and chief executive officer. Baunach will become president emeritus, serving as an adviser until December 2010.

NIST's TIP Convening Three More Proposers' Conferences

With a $25 million funding opportunity currently on the streets for manufacturing and infrastructure research projects, the Technology Innovation Program (TIP) has added three more locations and dates for proposers' conferences next week. The free public meetings will provide general information regarding TIP, guidance on preparing proposals, and the opportunity for questions and answers.

U.S. Only 6th among G20 Nations for Green Stimulus Investments

Green stimulus investments have the potential to yield a greater number of jobs and greater long-term prosperity than traditional stimulus investments, according to a new study presented at the recent G20 summit. The report examines the stimulus packages passed in the G20 countries, particularly their relative emphasis on spending related to sustainability.

Maryland Budget Agreement Continues Support for Bio 2020 Initiative

The budget agreement passed by Maryland lawmakers earlier this month includes funding for several initiatives in support of Gov. Martin O'Malley's plan to invest more than $1 billion over ten years in Maryland's biotechnology industry. Declining state revenues as a result of the recession were not without their impact, however.

'09 TIP Funding Cycle Targets Manufacturing, Infrastructure

The Technology Innovation Program (TIP) in the National Institute of Standards and Technology is using its FY09 award competition to support high-risk, high-reward research in civil infrastructure and manufacturing. The program has $25 million available to support as many as 25 new awards. TIP is open to individual small-sized or medium-sized businesses or to joint ventures that also may include institutions of higher education, nonprofit research organizations and national laboratories.
