Ship Out to Shape Up: Pakistan Sending 15,000 Students Abroad

While many regions, states and countries are lamenting a drain of talent from their area, the Pakistan Higher Education Commission is taking an opposite strategy to strengthen the nation's science and research capacity: sending up to 15,000 of its brightest students to study selected disciplines abroad through its Foreign Ph.D. Scholarship Program.

China's Goal: Quadruple GDP by 2020

In the opening ceremony of the 2005 FORTUNE Global Forum, held in Beijing on May 16, Chinese President Hu Jintao broadly outlined the course his country is taking to reach a goal of quadrupling its 2000 Gross Domestic Product (GDP) by the year 2020. Science, technology and innovation figure prominently in the strategy.

Ontario Launches Youth Entrepreneurship Program

Recognizing the economic benefits of engaging young people in science and technology, Ontario's McGuinty government recently launched the Youth Science and Technology Outreach Program. The new program links high school students with researchers to support in-depth mentorship experience and postsecondary career advice.

Montana Legislature Passes $60 Million VC Act

Venture capital investments in Montana may have become a little more attractive last Friday as the Montana House of Representatives passed the Montana Equity Capital Investment Act, moving the legislation to Gov. Brian Schweitzer for his consideration and expected signature.

Western Europe Increasing Competitiveness in R&D Capacity

During the past decade, the European Union (EU) invested heavily in civilian R&D by building first-class laboratories and expanding higher education in science and engineering. Its efforts, according to the Data Brief for a new National Science Foundation report, Human Resources for Science and Technology: The European Region, are narrowing the lead the U.S. holds in R&D.

Ireland Committing $3.4B to Science, Technology & Innovation

Ireland, a country the geographic size of West Virginia and with only four million citizens, about the same as Kentucky, is launching a comprehensive strategy to significantly strengthen the nation's position in the knowledge economy by 2013. And it is investing 2.7 billion Euros by 2008 - or $3.4 billion U.S. - toward implementing more than 75 specific action items.

Toronto Considers Strategies for Building Regional Creative Economies

In a report released last week, a Toronto group says that creative industries may soon overtake ICT and business services as the fastest growing sector in the region's economy. In order to preserve this momentum and ensure that other industries benefit from the presence of a strong creative sector, the authors recommend enlisting regional leaders to create programs that support creative people, creative enterprises, affordable spaces for creative work, and a shared community vision.

1996 World Competitiveness Yearbook Released; U.S. Ranks First

The International Institute for Management Development has released its annual World Competitiveness Yearbook, and the United States has reclaimed its spot atop the list. The U.S. was followed by Singapore, Hong Kong, Japan, and Denmark.

ITIF Ranks U.S. Last in Progress on Innovation and Competitiveness

A recent Information Technology and Innovation Foundation (ITIF) report ranks the U.S. last among 40 countries in progress toward creating an innovation-based economy over the past decade. The findings contradict several other studies that continue to depict the U.S. as the global leader in economic competitiveness. E-government, broadband, trade balance and corporate R&D were particularly weak areas for U.S. progress relative to other countries. ITIF warns that the U.S.

After a busy election season that saw gubernatorial elections in 36 states, newly elected and re-elected governors delivered their annual State of the State addresses, kicking off new programs and reviewing the conditions of their states. CO, MT Budgets Propose Increased Funding for Infrastructure, Workforce Development

Incumbent governors in Colorado and Montana released their budget proposals this month, with both of the proposed budgets including provisions that prioritize infrastructure spending, workforce development programs, and education. Infrastructure and capital projects in particular were popular among the proposed budgets, with Colorado’s budget allocating $281.6 million to improve technology infrastructure and Montana allocating $300 million for infrastructure, including $45 million to Eastern Montana communities impacted by oil and gas development.

Five Canadian Provinces Adopt Equity Crowdfunding Exemptions
