Japan is on schedule to double the government's R&D investment by the year 2000, according to a June 13 National Science Foundation Issue Brief.

During the past decade, the European Union (EU) invested heavily in civilian R&D by building first-class laboratories and expanding higher education in science and engineering. The North Carolina Small Business and Technology Development Center (SBTDC) will host a six-state regional conference promoting three federal business technology investment programs: the Small Business Innovation Research (SBIR) Program, the Advanced Technology Program (ATP), and the Small Business Technology Transfer (STTR) Program.

The advances being made in nanotechnology-based research are likely to impact most industry sectors eventually as more commercial applications are identified. As a result, the National Nanotechnology Initiative has been a research priority for the federal government for many years. On October 1, Texas will begin offering a tax credit for business research and development expenditures. The new law, Texas Senate Bill 441, provides Texas corporations with a franchise tax credit equal to five percent of eligible R&D expenses for up to 50 percent of a company’s total franchise tax liability. Unused portions may be carried forward for up to 20 years.

Last week, Mary Harney, Ireland’s Deputy Prime Minister and Minister for Enterprise, Trade and Employment, announced the establishment of a £560m ($681M U.S.) Technology Foresight Fund to establish Ireland as a location for world class research excellence in niche areas within biotechnology and information and communication technologies. According to Reuters’ reports, funding for the new initiative will be spread over seven years.

The European Commission's 2001 European Innovation Scoreboard, characterizing the strengths and weaknesses in the capacity for innovation of the European Union (EU) and its member states, shows the EU continues to lag behind the U.S. and Japan. 

Whether it's called clusters or localization economies, the aggregation of firms in the same or closely related industries has captured the attention of many state and local tech-based economic development efforts. Understanding the phenomenon and formulating effective public policy to encourage or support clustering presents challenges for practitioners and researchers alike. 

Texas' Science and Technology Council recently released a science and technology strategic plan. The Council's vision is to make Texas the nation's leader in science and technology in the 21st century. The plan's premise is that technology is the economic force driving much of the state's current wealth and job creation. The report develops a series of recommendations with the intent of developing the research capacity and human resources Texas will need to ensure economic prosperity in the next century.

College tuition rates and a state's success at retaining its high school graduates for college attendance — both of which can be affected by state policy makers and university administrators — are strong predictors of a state's success in keeping its own recent college science and engineering graduates and in attracting graduates from other states, according to a study from the Southern Technology Council (STC).
