Ireland, a country the geographic size of West Virginia and with only four million citizens, about the same as Kentucky, is launching a comprehensive strategy to significantly strengthen the nation's position in the knowledge economy by 2013. And it is investing 2.7 billion Euros by 2008 - or $3.4 billion U.S. - toward implementing more than 75 specific action items.

In a report released last week, a Toronto group says that creative industries may soon overtake ICT and business services as the fastest growing sector in the region's economy. In order to preserve this momentum and ensure that other industries benefit from the presence of a strong creative sector, the authors recommend enlisting regional leaders to create programs that support creative people, creative enterprises, affordable spaces for creative work, and a shared community vision.

Recognizing an immediate need to reduce greenhouse gas emissions and mitigate the adverse consequences of climate change, Gov. Arnold Schwarzenegger and British Prime Minister Tony Blair have announced their intention to become partners and act aggressively to address climate change and promote energy diversity.

A new report released in conjunction with the Fourth International Competitive Brazil Congress gives a positive assessment of the country's potential as a leader in life sciences and provides useful model for competitiveness assessments in other regions. The report, Mechanisms of Innovation and Competitiveness, was prepared by the Center for the Support of Technology Development at the University of Brasilia and coordinated by the five-year-old Competitive Brazil Movement (Movimento Brasil Competitivo, MBC).

The International Institute for Management Development has released its annual World Competitiveness Yearbook, and the United States has reclaimed its spot atop the list. The U.S. was followed by Singapore, Hong Kong, Japan, and Denmark.

To support innovation and technology with increased accessibility for small-and medium-sized firms, Canada's Minister of Industry, David Emerson, announced a new program that will replace Technology Partnerships Canada (TPC).

The U.S. can watch as another country significantly expands its investments in innovation. This time it's France, as newly appointed Prime Minister Dominique de Villepin last month announced that the national government will double its funding from €500 million to €1 billion for the Industrial Innovation Agency (IIA), and give €350 million to the National Research Agency (ANR).

A study suggests policies enacted in 1999 to encourage cooperative research, establish tech transfer structures and provide venture capital contributed to a dramatic shift in the biotech topography in France.

With the recent passage of the state's biennial budget, North Dakota's universities and colleges can now compete for a share of $20 million in matching funds to create Centers of Excellence. The money is the first installment of the state legislature's $50 million commitment to the Centers program, which is the centerpiece of Gov. John Hoeven's initiatives to transform the state's economy toward science and technology.

Why do some start-up technology businesses choose to directly commercialize their innovations, taking on the industry titans as is common in the electronics industry, while other new tech firms, such as those involved in biotechnology, choose a path of cooperation with the industry leaders, commercializing through licenses, joint ventures, and outright acquisition?

The Canadian Government this week released its budget for the 2008-2009 fiscal year, which includes several new TBED-related initiatives and increases in funding for a few existing programs. Just what makes firms productive? Economists continue to refine their thinking on the interactions that enhance productivity. Knowledge capital and knowledge relatedness play an active role in increasing firm competitiveness, especially in large, high-tech manufacturing sectors, according to a study presented at a recent conference of the Groupe de Recherche en Economie.

Money is following the jobs and excitement that represents China's economy these days according to an annual survey of equity investments in China mainland businesses. Compiled by Chinese venture capital (VC) research and consulting firm Zero2IPO, the fourth annual survey found 60 firms made 253 investments totalling $1.269 billion (US) in China mainland or mainland-related enterprises in 2004.
