State and Local Economic Development Centering on Regional Approaches

Much of the recent economic recovery plans coming from governors across the country have focused on growing and nurturing existing businesses through a regional approach to economic development. The idea is that by identifying and defining the unique needs of a region, policymakers and practitioners can then provide the necessary tools and resources to grow industries likely to succeed within a given region, thus improving the overall economic landscape of the state. This approach is happening both in states and at the local level.

Canada, the European Union and India Commit to Building the Next Economy

Even through the enduring global economic downturn, nations across the world have targeted technology-based economic development initiatives to build their respective country's science and technology (S&T) sectors. The governments contend that building their respective country's Next Economy is necessary to compete in a globalizing world and increase quality of living for their citizens. Canada, India and the European Union have announced initiatives that could help grow their respective countries S&T sectors.

OECD Finds Promise in Emerging National Innovation Economies

The Organization for Economic Cooperation and Development (OECD) has released the 10th edition of its annual Science, Technology and Industry Scoreboard. Each year, OECD examines major trends in the global innovation economy and uses 180 indicators to evaluate the high-tech economies of OECD countries, as well as select non-OECD countries. The overarching theme of this year's release is the increased importance of the non-OECD countries, including Brazil, the Russian Federation, India, Indonesia, the People's Republic of China and South Africa, together dubbed the BRIICS countries.

Jeffrey Brancato has recently joined NorTech as vice president. Prior to joining NorTech, Brancato was the associate vice president for Economic Development at the University of Massachusetts.

Randal Charlton has announced his retirement as executive director of TechTown, the Wayne State University research and technology park. Leslie Smith, the general manager of TechTown has been appointed to fill the position beginning Nov. 1.

Nevada Economic Development Agenda Seeks to Capitalize on Clusters, Regionalism

To leverage the state's opportunities, Nevada needs to upgrade its diffuse economic development system to empower its regions more fully and set a statewide platform for new growth, finds a report commissioned by the state. Building on legislation passed earlier this year to reorganize and elevate the importance of the state's economic development activities, the report calls on the state to unify its operating system for 21st century economic development, support smart sector strategies in the regions, and set a platform for higher-value growth through innovation and global engagement.

Medvedev envisions a "Russian Silicon Valley"

Russian President Dmitry Medvedev plans to spur Russia's economic modernization through the Skolkovo innovation center. Currently in the planning stage, the research hub will be at the heart of Russia's modernization strategy. Energy, IT, telecommunications, biotechnology and nuclear technology are the five "presidential" research priorities at Skolkovo. On his current American visit, President Medvedev will attempt to attract talent and private investment from Silicon Valley. Cisco already has committed to a partnership with Skolkovo.

China Continues Exceptional Growth in Patent Volume

Thomson Reuters has updated their 2008 report on the Chinese boom in patenting. In 2006, the 11th Chinese Five-Year Plan for national economic and social development made innovation a priority, with the goal of creating an "innovation-oriented" society by 2020. Over the past few years, China's increase in overseas patent filings has outpaced other leading countries. The report examines the approaches used by the China government to boost patent activity, including increased R&D expenditures, tax deductions for R&D investments and grants to patent registrants.

Governor's Plan Restructures Nevada Economic Development, Boosts Funding by 55%

Focusing on job growth and promoting the state for new business development, Gov. Brian Sandoval announced his plans to reorganize the Commission on Economic Development into a public-private partnership and increase funding for the state's economic development efforts by an additional $2.2 million in general fund appropriations each year. The governor also included in his 2011-13 biennial budget $10 million in FY12 for a proposed Nevada Catalyst Fund designed as a closing fund to bring new businesses to the state.

EDA Awards $3M to Three Cities for Economic Development Planning

The Department of Commerce announced the winners of the Strong Cities, Strong Communities (SC2) Challenge, the Economic Development Administration-led competition seeking to help cities and regions develop a comprehensive economic development strategy. Greensboro, North Carolina, Hartford, Connecticut, and Las Vegas, Nevada each were awarded $1 million to assist in the refinement and implementation of their respective plans.

U.S. Slips Two Spots in Global Technology Report

Sweden replaced Denmark as the world's most networked economy and the U.S. fell two spots to fifth place in the Global Information Technology Report 2009-10 rankings. The report, released last week by the World Economic Forum, finds that the U.S. boasts a very conducive information and communication technologies (ICT) environment because of intensive competition, excellent infrastructure and top-notch education. Aspects of the U.S. performance which show margins for improvement include high tax rates, excessive red tape, and a poor general regulatory framework.

TBED Priorities Outlined in Nevada Plan

In response to an economic development study calling on the state to diversify its operating system, support regionalism and invest in innovation, Nevada's newly established Governor's Office of Economic Development (GOED) released a plan of action to align resources and establish partnerships for meeting those goals over the next three years. The statewide plan builds on legislation passed last session to unify economic development efforts through a regional approach and private sector engagement.

MaRS Launches Canada's First Early Stage Clean Tech Venture Fund

MaRS Discovery District, Toronto's innovation and entrepreneurship center, has launched a $30 million early stage clean tech fund, the first of its kind in Canada. This week, the group announced that it had raised its fundraising goal entirely from private sources, and that released information about its first two investments. The MaRS Cleantech Fund LP portfolio companies will be encouraged to seek maximum support from MaRS. Read the announcement... New European Union Initiatives Connects Europe's Public Research Organizations

The European Union (EU) launched the Technology Transfer Offices — Connecting Innovation and Research Centers and Laboratories in Europe (European TTO CIRCLE ), a network of tech transfer offices at Europe's 25 largest public research organizations. Nevada Designates Ten Regional Economic Development Partners

This week, the Nevada Governor's Office of Economic Development announced the ten organizations that will serve as local partners in state economic development initiatives. The new Regional Development Authorities (RDA) will lead regional economic development efforts by linking partners in their respective communities. Gov. Brian Sandoval introduced the RDA concept in his State Plan for Excellence in Economic Development earlier this year (see the Feb. 8 issue).

Budget RoundUp: States Seek Modest investments for S&T

Governors in several states recently unveiled spending proposals for the upcoming fiscal year or biennium. While fiscal conditions in most states remain fragile, new or continuing investments focused on science, technology and innovation were introduced as pro-growth measures to aid in states' recovery efforts. With the exception of New York Gov. Andrew Cuomo's ambitious economic development plan (see the Jan. 9 issue of the Digest), most of the proposals were on the modest side.

Recent Research: Does Feedback on Business Plans Help Entrepreneurs?

One of the recurring characteristics of entrepreneurs, based on numerous biographies and case studies, is a driven self-confidence that may border, in some circles, as excessive or even narcissistic. Closer scrutiny, of course, shows there is no such thing as the “self-made” person, but entrepreneurship still is described often as a heroic, lone-wolf quest. Is it paradoxical to advocate for and even expect mentoring and “how to” entrepreneurship training to work? Wouldn’t “real” entrepreneurs leading promising startups succeed without the advice? A recent working paper describes an experiment that attempted to address this issue.

Montreal Mayor Announces 77.3M USD Smart City Startup Fund

Montreal Mayor Denis Coderre launched Capital Intelligent Mtl – a 100 million CD (77.3 million USD) investment fund aimed at smart city startups and established businesses offering solutions to urban challenges that also will spur job creation in Montreal. The new public-private partnership will backed by 23 founding organizations including venture capital firms, financial institutions and corporations that have pledged over 100 million CD in private capital to establish the fund.
