If there is ever an example of a city-region that can demonstrate the benefits of working as a team to transform its economy through all aspects of tech-based economic development, it would have to be the Oklahoma City area. And fortunately, the vibrant community is based in a state that both understands what is needed for transforming an economy from being natural resource-based to knowledge-driven and is matching talk with real money.

The Oklahoma Center for the Advancement of Science and Technology has announced a trio of new programs. Last month, the OCAST governing board approved a business plan for 2007 that committed $10 million of recently appropriated revenue for high-tech development. OCAST is devoting much of this funding to a new seed capital program, awards for plant science research, and a program to encourage the use of nanotechnology in manufacturing.

The International Institute for Management Development has released its annual World Competitiveness Yearbook, and the United States has reclaimed its spot atop the list. The U.S. was followed by Singapore, Hong Kong, Japan, and Denmark.

To support innovation and technology with increased accessibility for small-and medium-sized firms, Canada's Minister of Industry, David Emerson, announced a new program that will replace Technology Partnerships Canada (TPC).

Upon ruling in favor of a $50 million bonds issue last month, the Oklahoma Supreme Court cleared the way for an endowed chairs program at colleges and universities throughout the state .

The U.S. can watch as another country significantly expands its investments in innovation. This time it's France, as newly appointed Prime Minister Dominique de Villepin last month announced that the national government will double its funding from €500 million to €1 billion for the Industrial Innovation Agency (IIA), and give €350 million to the National Research Agency (ANR).

A study suggests policies enacted in 1999 to encourage cooperative research, establish tech transfer structures and provide venture capital contributed to a dramatic shift in the biotech topography in France.

States such as Oklahoma must leverage scarce resources if they hope to attract top scientists, stimulate development, and achieve measurable economic impact, says the latest impact report from the Oklahoma Center for the Advancement of Science and Technology (OCAST).

Gov. Brad Henry unveiled the details of his fiscal year 2009 budget recommendation earlier this week, providing a substantial increase in funding to the state’s lead TBED agency and proposing a permanent funding mechanism for cutting-edge research through the EDGE Endowment.

 

The Canadian Government this week released its budget for the 2008-2009 fiscal year, which includes several new TBED-related initiatives and increases in funding for a few existing programs. Earlier this month, three universities - Stanford University, the University of Texas at Austin and the University of California, Berkeley - announced partnerships with the King Abdullah University of Science and Technology (KAUST), a graduate-level research university set to open in Saudi Arabia by September 2009. Just what makes firms productive? Economists continue to refine their thinking on the interactions that enhance productivity. Knowledge capital and knowledge relatedness play an active role in increasing firm competitiveness, especially in large, high-tech manufacturing sectors, according to a study presented at a recent conference of the Groupe de Recherche en Economie.

Money is following the jobs and excitement that represents China's economy these days according to an annual survey of equity investments in China mainland businesses. Compiled by Chinese venture capital (VC) research and consulting firm Zero2IPO, the fourth annual survey found 60 firms made 253 investments totalling $1.269 billion (US) in China mainland or mainland-related enterprises in 2004.
