Oklahomans need “to make fundamental changes in the way we see ourselves and the way we do things...to prevent us from slipping farther and farther behind, languishing on the sidelines of the New Economy,” according to a 14-member committee of public and private sector leaders. 

During the past decade, the European Union (EU) invested heavily in civilian R&D by building first-class laboratories and expanding higher education in science and engineering. Its efforts, according to the Data Brief for a new National Science Foundation report, Human Resources for Science and Technology: The European Region, are narrowing the lead the U.S. holds in R&D.

The Oklahoma Alliance for Manufacturing Excellence, Inc. will receive $1.5 million from the National Institute of Standards and Technology's Manufacturing Extension Partnership (MEP). The Alliance, a program of the Oklahoma Center for the Advancement of Science and Technology, is an MEP affiliate that received its initial federal funding through the Technology Reinvestment Project.

The International Institute for Management Development has released its annual World Competitiveness Yearbook, and the United States has reclaimed its spot atop the list. The U.S. was followed by Singapore, Hong Kong, Japan, and Denmark.

With preparations for SSTI's 10th Annual Conference in Oklahoma City on Oct. 31-Nov. 2 well underway, we have received many questions from local, regional and state organizations wanting to host the premier event for the tech-based economic development (TBED) profession in 2007. Because of the increased interest, SSTI has bumped up its schedule for selecting the 2007 site. We are accepting nominations of host organizations and locations for SSTI's 11th Annual Conference until July 30, 2006.

Nearly $300 Million Tagged for TBED
It took moving into a special session and negotiating a late deal between lawmakers and Gov. Brad Henry last week for the Oklahoma legislature to pass several bills related to the state's budget for fiscal year 2007, which begins this weekend.

Ireland, a country the geographic size of West Virginia and with only four million citizens, about the same as Kentucky, is launching a comprehensive strategy to significantly strengthen the nation's position in the knowledge economy by 2013. And it is investing 2.7 billion Euros by 2008 - or $3.4 billion U.S. - toward implementing more than 75 specific action items.

In a report released last week, a Toronto group says that creative industries may soon overtake ICT and business services as the fastest growing sector in the region's economy. In order to preserve this momentum and ensure that other industries benefit from the presence of a strong creative sector, the authors recommend enlisting regional leaders to create programs that support creative people, creative enterprises, affordable spaces for creative work, and a shared community vision.

Recognizing an immediate need to reduce greenhouse gas emissions and mitigate the adverse consequences of climate change, Gov. Arnold Schwarzenegger and British Prime Minister Tony Blair have announced their intention to become partners and act aggressively to address climate change and promote energy diversity.

A new report released in conjunction with the Fourth International Competitive Brazil Congress gives a positive assessment of the country's potential as a leader in life sciences and provides useful model for competitiveness assessments in other regions. The report, Mechanisms of Innovation and Competitiveness, was prepared by the Center for the Support of Technology Development at the University of Brasilia and coordinated by the five-year-old Competitive Brazil Movement (Movimento Brasil Competitivo, MBC).

Turning Innovations into Enterprises: A Practitioner's Guide to Technology Commercialization

Backed by a Technology Foresight Fund of more than $550 million annually, the Science Foundation Ireland has given the go-ahead to a new awards system designed to attract top researchers and support industry-university partnerships.

During the 1970s, Canada routinely topped the U.S. in terms of real growth in gross domestic product per capita. As recently as 1990, Canada enjoyed the fourth highest standard of living in the world but slipped to seventh by 1999.

Last week, Mary Harney, Ireland’s Deputy Prime Minister and Minister for Enterprise, Trade and Employment, announced the establishment of a £560m ($681M U.S.) Technology Foresight Fund to establish Ireland as a location for world class research excellence in niche areas within biotechnology and information and communication technologies. According to Reuters’ reports, funding for the new initiative will be spread over seven years.

Two of the state-wide issues Oklahomans will decide on November 3 would allow major changes in the way the state conducts technology transfer activities. The purpose of the initiatives is to promote the commercialization of university research and support university innovation.

The Oklahoma Center for the Advancement of Science and Technology (OCAST) has announced the launch of the Oklahoma Technology Commercialization Center (Tech Center).

The Oklahoma Center for the Advancement of Science and Technology (OCAST) is seeking a chief executive officer. OCAST's statutory mandate is to contribute to the public policy goals of expanding and diversifying Oklahoma=s economy, providing new and higher quality jobs to improve Oklahoma's per capita income and encouraging the development of new products, new processes, and whole new industries in Oklahoma. With the establishment of a $1 million trust fund to serve as seed money, the new Oklahoma Institute of Technology intends to position the state as a national leader in information technology, engineering, and biotechnology. Governor Frank Keating signed Senate Bill 694 into law June 8, creating the public-private collaboration. Tulsa World news reports indicate supporters of the institute anticipate raising a $100 million endowment for the project and securing additional state support.

A new biotech-opolis in Quebec soon may serve as one of the best organized business centers for biotech, biopharmaceutical, and biocomputer companies in the world, government leaders hope.

It only seems natural that SSTI celebrate a decade of convening the premiere professional development event for the nation's tech-based economic development community in a state that, for nearly 20 years, has been a pioneer for innovative approaches to transform regional economies — Oklahoma.
