New Washington Laws to Promote Rural High Tech
Washington's technology boom hasn't been enjoyed equally by most communities outside of the Seattle or Spokane urban areas. Washington Boasts High Employment Growth
Washington has the second highest employment growth rate in the U.S., according to the 2001 Index of Innovation and Technology for Washington — a report released by the Washington Technology Center. Texas Passes R&D Tax Credit
On October 1, Texas will begin offering a tax credit for business research and development expenditures. The new law, Texas Senate Bill 441, provides Texas corporations with a franchise tax credit equal to five percent of eligible R&D expenses for up to 50 percent of a company’s total franchise tax liability. Unused portions may be carried forward for up to 20 years.

Washington Tech. Center Releases Innovation and Technology Index
The Washington Technology Center has released its first annual Index of Innovation and Technology. The report examines 34 performance indicators in six broad areas: Innovation, Competitiveness, Growth, Financial Capacity, Human Potential, Quality of Life, and Internet Infrastructure. For each indicator, Washington is compared to several other states or to national averages.

Ireland Launches $681 Million Technology Initiative
Last week, Mary Harney, Ireland’s Deputy Prime Minister and Minister for Enterprise, Trade and Employment, announced the establishment of a £560m ($681M U.S.) Technology Foresight Fund to establish Ireland as a location for world class research excellence in niche areas within biotechnology and information and communication technologies. According to Reuters’ reports, funding for the new initiative will be spread over seven years.
