KANSAS INNOVATION INDEX ASSESSES STATE’S COMPETITIVENESS
The Kansas Technology Enterprise Corporation (KTEC) has released the Kansas Innovation Index 1999. The major finding of the report is that "Kansas has a realistic opportunity to create a competitive advantage for economic growth and high wage industries by supporting its emerging innovation economy."
Kansas Commercialization Centers to Help Companies with Equipment Needs

SSTI has learned through the KTEC SBIR Bulletin that Clyde Engert will be retiring as Vice President of Innovation & Market Research at KTEC on July 1, 2001. Mr Engert has been a long-active champion of state SBIR outreach and financial assistance. His services will be missed by Kansas companies and the national SBIR community.
Billion Dollar Gift Boosts Biomed Research in Kansas City
With an eye toward helping to make Kansas City a leading center for biomedical research, James Stower Jr., founder of American Century mutual funds, and his wife are donating $1.114 billion to the Stowers Institute of Medical Research. The donation is considered one of the five largest philanthropic gifts in history.

Spawning 132 new companies over thirteen years is just one of the impressive statistics cited in the latest annual report for the Utah Centers of Excellence Program (COEP). The 1998-1999 report highlights the program’s accomplishments and economic impact since its inception in 1986. Kansas Releases New Technology Cluster Assessment and Strategic Plan
Using a new, proprietary methodology, the Kansas Technology Enterprise Corporation (KTEC) has conducted a cluster assessment, determining KTEC should focus its commercialization efforts on those specific technology areas where opportunity is high and where the elements are in place to delivery those benefits to the state’s economy.
Louisiana Moving Toward Cluster-based ED
Citing the need to attract knowledge- and technology-based businesses to the state, Louisiana Governor Mike Foster has proposed converting the state’s Department of Economic Development (DED) into Louisiana, Inc., a private, state-chartered, not-for-profit corporation.
GOODMAN TO RETIRE
Nadia Goodman, the Louisiana Department of Economic Development's Director of Policy, Planning and Technology, has announced that she is retiring effective June 30. In addition to being very active within the Science and Technology Council of the States (STCS), Mrs. Goodman has been a good friend of SSTI's since its creation. SSTI staff trust that she will continue to provide advice and offer insights from her new residence in Mexico.

Lt. Gov. Gary Sherrer has left his position as secretary of the Kansas Department of Commerce and Housing to become executive vice president with GoldBanc Corp. Sherry Brown, who had retired from the department, will return to serve as interim secretary.

Louisiana Legislature Passes Tax Credits to Promote R&D
The 2002 Special Session of the Louisiana State Legislature has yielded a series of tax credits that aim to benefit biotechnology companies in Louisiana, promote commercialization of technology, encourage R&D investments, and make the state more competitive in information technology. David Winder, currently executive director of the Utah Department of Community and Economic Development, has been appointed to a newly created post as Governor Mike Leavitt's special assistant for post-Olympic projects. According to the Salt Lake Tribune, Mr. Winder will serve both positions until a replacement is named for the DCED position.

Louisiana Governor Outlines $187 Million Biosciences Initiative
Louisiana Governor Mike Foster's economic development plan calls for $37 million for a Biosciences Initiative, at the state's top research universities, $15 million to support industry clusters for regional universities, and $8.4 million to spur enrollment growth in community and technical colleges. Coupled by a $150 million bond issue, funding for bioscience endeavors would equal a $187 million investment.
