Legislators in Utah have passed a constitutional amendment that, with approval by voters, would allow the state's universities to take ownership in private businesses in exchange for intellectual property. Jeff Edwards recently was named interim president and CEO of the Economic Development Corp. of Utah (EDCU). Edwards replaces Christopher Roybal, who will serve as the senior adviser for economic development for Gov. Jon Huntsman Jr., starting next year.

Each year, Southern Growth Policies Board honors Southern initiatives that are improving the quality of life in the region through its Innovator Awards. The Kenan Institute for Engineering, Technology & Science is providing the Southern Technology Council (STC) $150,000 in matching funds over three years to help Southern states increase innovation-driven economic development. Thad LeVar was appointed deputy director of the Utah Department of Commerce. LeVar replaces Jason Perry, who was named director of the Utah Governor's Office of Economic Development (GOED). Richard Bradford, the former director of GOED, retired from state government after 13 years of service.

The Kansas Technology Enterprise Corporation (KTEC) has released the Kansas Innovation Index 1999. The major finding of the report is that "Kansas has a realistic opportunity to create a competitive advantage for economic growth and high wage industries by supporting its emerging innovation economy."

Lou Tornatzky has announced that he will be stepping down from his position as Director of the Southern Technology Council (STC), a position he has held since 1993. Tornatzky will be relocating with his family to the West Coast, but will continue to serve as an STC Research Fellow.
