The 2007 state elections resulted in two newly elected governors, both promoting TBED strategies as a means to grow the states’ economies. In both cases, the new governorships reflect a change in party affiliation. A third gubernatorial race resulted in the re-election of Gov. Haley Barbour to a second term in Mississippi.

Michigan Lawmakers Approve Budget: 21st Century Jobs Fund Spared, Three Universities Receive Special Status
For the better part of the year, lawmakers in Michigan have faced the daunting task of balancing both a budget shortfall for fiscal year 2007 and a nearly $1.6 billion deficit for FY 2008. An agreement between Gov. Jennifer Granholm and lawmakers was reached in the early morning hours of Oct. 31, following a one-month extension of the deadline and a brief government shutdown.

Mixed Bag for Michigan Talent Initiatives in FY15 Budget
Lawmakers approved funding for a bond program that dedicates $50 million for re-tooling community colleges with the latest equipment, but failed to pass a larger proposal that would allow universities to compete for $100 million in bond funds for capital improvements to enhance engineering programs. The budget also includes $2 million to establish a new fund for global marketing of Michigan’s automotive sector and support of public-private collaborations with the auto industry.
KY Launches Public-Private Broadband Initiative, IA Plan Again Faces Uncertainty
Kentucky Governor Steve Beshear announced the creation a new public-private partnership to support the development of a statewide, fiber broadband infrastructure with a focus on supporting economic and social prosperity across the commonwealth. The ambitious initiative would provide the entire state with high-speed internet – with the first components scheduled to be operational in less than two years. When completed, the more than 3,000 miles of fiber will be in place across the state.

Michigan’s University Research Corridor Generates $17.5B in Economic Impact
Although universities are often pitted against each other in athletic events or competitions for state funding, one area in which they have increasingly been able to collaborate is in research and development. Modeled after the hugely successful Research Triangle in North Carolina, the University Research Corridor (URC), an alliance of Michigan’s three largest higher education institutions – Michigan State University, the University of Michigan, and Wayne State University – was established by the state in 2007 with the goal of accelerating statewide economic development.
Matching Fund Planned To Attract Venture Funding for MI Tech Companies
The Michigan Strategic Fund (MSF) and the Michigan Economic Development Corporation (MEDC) announced public hearings for the Pure Michigan Venture Match Fund — a new program that will match early stage investments from eligible venture funds in Michigan-based technology businesses. MSF and MEDC intend for the program to attract venture funds, within and outside of Michigan, to consider investments in early stage and pre-revenue technology companies and to mitigate some risk for venture fund investments through the matching MSF funds.
