The U.S. Department of Homeland Security (DHS) recently selected Texas A&M University and the University of Minnesota to lead the second and third Homeland Security Centers of Excellence (HS-Centers). The department anticipates providing Texas A&M University, the University of Minnesota and their partners with a total of $33 million over the course of the next three years to address security in two key agricultural sectors -- foreign animal diseases and food security.

Kentucky Governor Ernie Fletcher joined National Aeronautics and Space Administration (NASA) officials earlier this month to announce a partnership in support of the Moon-Mars initiative. Study Suggests Cultural Changes in Universities Could Be Key to Promoting Greater Tech Transfer

According to Gov. Ernie Fletcher, Kentucky is on the wrong side of a widening digital divide as the Commonwealth ranks 44th in its proportion of high-tech companies, 45th in household computer use, and 43rd in citizen Internet use. To help improve these figures, the governor has called for a broadband deployment and adoption plan that will leverage state, federal and private investment to have full, statewide broadband deployment by 2007.

Minnesota Gov. Tim Pawlenty recently unveiled four energy initiatives to promote clean energy R&D and the use of renewable energy technologies in the state. Through a combination of executive orders and legislative proposals, the programs are intended to push Minnesota towards its goals of having 25 percent of the state’s energy come from renewable sources by 2025 and reducing the state’s greenhouse emissions 80 percent by 2050. The McKnight Foundation has committed $44.5 million over ten years to support scientific research in neuroscience/memory and brain disorders.

Kentucky Governor Paul Patton and House Speaker Jody Richardson have announced a new technology bill to help Kentucky develop an innovation-driven economy. House Bill 572, the Kentucky Innovation Act, is a result of the Science and Technology Strategy designed by the Kentucky Science and Technology Corporation in August, 1999 (see September 3, 1999 SSTI Weekly Digest (http://www.ssti.org/Digest/1999/090399.htm).

In this off-year election, there were only a few races that are significant to the S&T community.



Democrat Paul Patton, incumbent Governor of Kentucky, easily won re-election over three contenders. Patton becomes the first Kentucky Governor to be elected to a second term since 1800.

Minnesota Technology, Inc. seeks candidates to fill the position of Technology Transfer Specialist. The incumbent will help bring Federal Technology Transfer activities to Minnesota companies by developing partnerships with federal labs, identifying opportunities for tech transfer activities in Minnesota companies, and assisting companies with the development of proposals, agreements and licenses. 

Legislation to be reconciled by a conference committee of the Minnesota State Legislature next week includes language creating a $15 million fund to support industry-university research collaborations. The North Star Research Coalition, a non-profit, tax-exempt corporation, would be established by the Board of Regents of the University of Minnesota to administer the one-time appropriation.
