Dr. Brundage will oversee the new Kentucky Innovations Commission, which is attached to the Governor's Office and tasked to oversee the state's $55 million New Economy initiative.
Dual Enrollment Has Little Effect on Postsecondary Matriculation in Kentucky, Study Finds
Increasingly states are making it easier for high school students to participate in college courses while still attending high school. The goal of dual enrollment is to encourage more students to attend college, giving them a leg up on a degree. A new report by the Kentucky Council on Postsecondary Education suggests the efforts are not working in Kentucky.

MISSOURI ONE STEP CLOSER TO $40 MILLION SEED FUND
Investment capital to develop and commercialize new technologies may soon be easier to find in Missouri. The Commerce Committee of the Missouri House of Representatives last week endorsed House Bill 753, a proposal to create a $40 million seed capital fund supported by Governor Mel Carnahan. The fund would be capitalized at $10 million each year for four years. Additionally, private investors would get a 100-percent tax credit for all money they contributed to the new seed capital fund.

New Wyoming Laws Encourage Tech-based Economic Development
The Wyoming legislature wrapped up its 2001 General Session on March 1. Several laws and supplemental appropriations were made that affect local efforts to grow a stronger tech-based economy.
Senate Enrolled Act (SEA) 10 permits the Wyoming Business Council to use state funds to provide bridge financing to businesses, not to exceed 35 percent of the total cost of any particular project.
Kentucky Innovation Act Calls for $53 Million S&T Investment
Kentucky Governor Paul Patton and House Speaker Jody Richardson have announced a new technology bill to help Kentucky develop an innovation-driven economy. House Bill 572, the Kentucky Innovation Act, is a result of the Science and Technology Strategy designed by the Kentucky Science and Technology Corporation in August, 1999 (see September 3, 1999 SSTI Weekly Digest (http://www.ssti.org/Digest/1999/090399.htm).
Best Practices for Biotech Assistance to be Explored
Cincinnati and St. Louis are partnering to hold a three-day symposium to examine best practices in biotechnology-based economic development. Growing the Life Science Industry will be held March 1-3 at the Kingsgate Conference Center on the University of Cincinnati Medical Campus. Speakers from a dozen states will share their regions' approaches for life science economic development.

Kentucky Completes S&T Strategic Plan
The Kentucky Science and Technology Corp. (KSTC) has released Kentucky's Science and Technology Strategy, a plan outlining ten specific recommendations in four strategic areas to guide the Commonwealth's future R&D investments. If implemented, the recommendations are expected to have significant impact in just a few years.
Missouri Launches $20 Million State Seed Capital Program
This year’s second attempt to pass legislation establishing a state-funded seed capital program in Missouri was successful during the waning hours of the 1999 session of the Missouri General Assembly. SB 518, the Missouri New Enterprise Creation Act, authorizes the creation of up to four seed capital funds at the state’s innovation centers to support new technology-based companies in the state.
Missouri Targets Life Sciences Industry to Boost Economic Development
In a recently issued Executive Order, Missouri Governor Mel Carnahan officially named the life sciences industry as one of the state’s lead industries for promoting economic development. The order requires all executive branch departments to review their programs and evaluate each program’s impact on the life sciences industry for purposes of economic growth. The Department of Economic Development must prepare a report based upon these reviews that is due to the Governor by May 1, 2000.
Missouri Targets $21.5 Million for Life Science Research
At the end of June, Governor Bob Holden signed an executive order committing $21.5 million of the state’s tobacco settlement funds for biotech research during fiscal year 2002. Governor Holden made his announcement prior to signing Senate Bill 500, which expands the state’s job training program to prepare Missouri’s work force for new careers in life sciences.

NETT Issues Economic Strategy for Northern Kentucky
The New Economy Transition Team (NETT) of the Northern Kentucky Chamber of Commerce has issued a 73-page plan that, if implemented successfully, could position Northern Kentucky as a center for life sciences and information technology, advanced manufacturing and financial services.

Geringer Appoints Wyoming Business Council
Wyoming has begun the process of restructuring its economic development programs. Nine state programs and boards will be transferred to the Wyoming Business Council by July 1. The Council, created by the legislature earlier this year, is a 15-member private sector board of directors that will direct economic development activities in Wyoming. Governor Jim Geringer announced the board appointments earlier this month.

The Kauffman Foundation of Kansas City announced on Monday it will award grants of up to $5 million to 5-7 U.S. universities to make entrepreneurship education a common and accessible campus-wide opportunity. The Foundation works with partners to encourage entrepreneurship across America.

connectkentucky Plan Prepares State for Tech-driven Economy
Sixty-nine percent of Kentucky businesses use computer technology to handle some of their business functions, but only 36 percent use the Internet and little more than 20 percent have a website, according to a report released by Governor Paul Patton's Office for the New Economy. Kentucky Prepares for the Networked World, which details computer, Internet and website use among the state's businesses, shows more than 50 percent see "no need" to use the Internet.
Regional Organization Focusing St. Louis on Future
The St. Louis region lags behind a number of metropolitan areas including Austin, Portland, Atlanta, and Indianapolis in attracting 20- to 34-year olds to live and work in the region, according to a report released this month by the regional, nonprofit organization, FOCUS St. Louis.

The Joint Minerals, Business and Economic Development Interim Committee of the Wyoming state legislature heard testimony last week encouraging the creation of two new initiatives to expand Wyoming's technology-based economic development efforts: a seed capital program and a technology incubator.
