Increasingly states are making it easier for high school students to participate in college courses while still attending high school. The goal of dual enrollment is to encourage more students to attend college, giving them a leg up on a degree. A new report by the Kentucky Council on Postsecondary Education suggests the efforts are not working in Kentucky.

More than $800 million for science, engineering, research, and commercialization activities

South Carolina Governor David Beasley has appointed a 17-member Technology Advisory Council. The Council is to examine how South Carolina can attract technology-intensive companies, find strategies to promote high technology jobs and identify specific technologies that are important for other industries.

Kentucky Governor Paul Patton and House Speaker Jody Richardson have announced a new technology bill to help Kentucky develop an innovation-driven economy. House Bill 572, the Kentucky Innovation Act, is a result of the Science and Technology Strategy designed by the Kentucky Science and Technology Corporation in August, 1999 (see September 3, 1999 SSTI Weekly Digest (http://www.ssti.org/Digest/1999/090399.htm).

The South Carolina Technology Alliance has released South Carolina Technology Initiative 2000, a science and technology strategic plan outlining six specific recommendations for strengthening the state’s position in a knowledge-based economy.

Rice University invites applications for a Baker Institute Fellow (postdoctoral researcher) to lead a new and potentially long-term project sponsored by the Baker Institute of Public Policy, the Computer and Information Technology Institute, and the Fondren Library.

Democrat Paul Patton, incumbent Governor of Kentucky, easily won re-election over three contenders. Patton becomes the first Kentucky Governor to be elected to a second term since 1800.

The University of Texas at El Paso hired Tony Woo as the assistant vice provost for research and technology transfer.

The Kentucky Science and Technology Corp. (KSTC) has released Kentucky's Science and Technology Strategy, a plan outlining ten specific recommendations in four strategic areas to guide the Commonwealth's future R&D investments. If implemented, the recommendations are expected to have significant impact in just a few years.

On October 1, Texas will begin offering a tax credit for business research and development expenditures. The new law, Texas Senate Bill 441, provides Texas corporations with a franchise tax credit equal to five percent of eligible R&D expenses for up to 50 percent of a company’s total franchise tax liability. Unused portions may be carried forward for up to 20 years.

The New Economy Transition Team (NETT) of the Northern Kentucky Chamber of Commerce has issued a 73-page plan that, if implemented successfully, could position Northern Kentucky as a center for life sciences and information technology, advanced manufacturing and financial services. 

Texas' Science and Technology Council recently released a science and technology strategic plan. The Council's vision is to make Texas the nation's leader in science and technology in the 21st century. The plan's premise is that technology is the economic force driving much of the state's current wealth and job creation. The report develops a series of recommendations with the intent of developing the research capacity and human resources Texas will need to ensure economic prosperity in the next century.

The South Carolina Technology Advisory Council (SCTAC) has released a technology strategy for the state. Creating South Carolina's Future Through Technology: Strategies for Developing a Knowledge-Based Economy grew from a 1995 strategic plan for economic development, Approaching 2000: An Economic Development Vision for South Carolina.

The Sacramento Regional Technology Alliance is losing its executive director as Clare Emerson has announced she is relocating to oversee AEA's Texas office.

South Carolina's three major research universities were awarded a total of $30 million this week to establish the state's first six centers of excellence, according to The State, a Columbia, S.C.-based newspaper.

As many states are striving to increase their academic research capacity in areas that will strengthen long-term economic competitiveness, the governor of the Lone Star State is pursuing an alternate course that closely resembles traditional business recruitment and retention models.

For Texas, the appropriate role for the state to serve in fostering economic development continues to evolve.
