Roberto Salazar is leaving his post as the Director of the New Mexico Office of Science and Technology at the end of March to assume the position of State Director of the USDA's Rural Development Agency for New Mexico.

Carolina Cruz is the first director of the Louisiana Immersive Technologies Enterprise, a $20 million research facility developed jointly by the University of Louisiana at Lafayette and the Louisiana Economic Development Authority.

Rice University invites applications for a Baker Institute Fellow (postdoctoral researcher) to lead a new and potentially long-term project sponsored by the Baker Institute of Public Policy, the Computer and Information Technology Institute, and the Fondren Library.

The University of Texas at El Paso hired Tony Woo as the assistant vice provost for research and technology transfer.

On October 1, Texas will begin offering a tax credit for business research and development expenditures. The new law, Texas Senate Bill 441, provides Texas corporations with a franchise tax credit equal to five percent of eligible R&D expenses for up to 50 percent of a company’s total franchise tax liability. Unused portions may be carried forward for up to 20 years.

To help small businesses participate fully in the expected e-commerce revolution, Senator Bingaman (D-NM) has introduced legislation to create a national e-commerce extension program. Senators Rockefeller (D-WVa), Snowe (R-ME) and Mikulski (D-MD) are co-sponsors of the bill, S. 1494.

In the last days of a special legislative session, the New Mexico Legislature unanimously passed two technology tax credit bills. Entitled the “Technology Jobs Tax Credit Act” and the “Laboratory Partnership with Small Business Tax Credit Act,” these measures are intended to assist New Mexico’s technology-based businesses with the development of increased research investments and laboratory partnerships, especially in rural areas.

Citing the need to attract knowledge- and technology-based businesses to the state, Louisiana Governor Mike Foster has proposed converting the state’s Department of Economic Development (DED) into Louisiana, Inc., a private, state-chartered, not-for-profit corporation.

As a national security laboratory operated for the U.S. Department of Energy by the Sandia Corporation, a Lockheed Martin company, Sandia’s science and technology competencies are leveraged to support several missions that are synergistic to its primary mission — to ensure the safety, security, and reliability of the nation’s nuclear weapons stockpile in the absence of underground testing, indefinitely.

Nadia Goodman, the Louisiana Department of Economic Development's Director of Policy, Planning and Technology, has announced that she is retiring effective June 30. In addition to being very active within the Science and Technology Council of the States (STCS), Mrs. Goodman has been a good friend of SSTI's since its creation. SSTI staff trust that she will continue to provide advice and offer insights from her new residence in Mexico.

Durand Smith, the director of the New Mexico Department of Economic Development's Science and Technology Division, has returned to the private sector. Marsha Oldakowski is serving as acting director of the division.

Texas' Science and Technology Council recently released a science and technology strategic plan. The Council's vision is to make Texas the nation's leader in science and technology in the 21st century. The plan's premise is that technology is the economic force driving much of the state's current wealth and job creation. The report develops a series of recommendations with the intent of developing the research capacity and human resources Texas will need to ensure economic prosperity in the next century.

Larry Willard, president of the University of New Mexico Board of Regents, is leaving the position to become chairman of the New Mexico Economic Development Corp.

As many states are striving to increase their academic research capacity in areas that will strengthen long-term economic competitiveness, the governor of the Lone Star State is pursuing an alternate course that closely resembles traditional business recruitment and retention models.

For Texas, the appropriate role for the state to serve in fostering economic development continues to evolve. With the passage of Senate Bill 275 earlier this month, the third organization in seven years will take the lead to encourage economic growth — this time with a strong focus on clusters and technology-based economic development.
