To promote biotech in Baton Rouge, a new study sponsored by Capital Region Competitive Strategy (CapStrategy) recommends constructing an "idea pipeline" to better commercialize the intellectual property and research generated in the region's universities, hospitals and research institutes. CapStrategy, a nonprofit, cluster-based economic development initiative, operates under the Chamber of Greater Baton Rouge and represents nine parishes in the region.

Providence was listed among the top 50 cities in the U.S. in which to do business in a June issue of Forbes Magazine. Now, a new initiative to jumpstart economic development in the Rhode Island capital is aimed at solidifying the ranking.

An update to Louisiana: Vision 2020, a strategic plan to improve the Louisiana economy, calls for creating more quality jobs in the state's high growth sectors. Tom Schumpert, director of the Rhode Island Economic Development Corporation for the past two years, is leaving to become executive director of the metro center of Roger Williams University in Providence. His responsibilities will include strengthening the university's relations with corporations and the community.

Gary Stark has resigned his position as executive director of the Indiana Information Technology Association Foundation to relocate to Connecticut. Stark raised $1 million during the past year to start an endowment for the foundation, which plans to award grants from the interest earned to combat the Digital Divide in the state.

The Rhode Island Economic Policy Council has named Jerry Schaufeld as director of the Samuel Slater Technology Fund.

Envirogen, Inc. cofounder Ronald Unterman will be the executive director of the newly created Slater Center for Marine & Environmental Technologies. The center was created through the merger of two existing Slater centers.
