Texas Passes R&D Tax Credit

Friday, August 13, 1999

On October 1, Texas will begin offering a tax credit for business research and development expenditures. The new law, Texas Senate Bill 441, provides Texas corporations with a franchise tax credit equal to five percent of eligible R&D expenses for up to 50 percent of a company’s total franchise tax liability. Unused portions may be carried forward for up to 20 years.

Louisiana Moving Toward Cluster-based ED

Citing the need to attract knowledge- and technology-based businesses to the state, Louisiana Governor Mike Foster has proposed converting the state’s Department of Economic Development (DED) into Louisiana, Inc., a private, state-chartered, not-for-profit corporation.

GOODMAN TO RETIRE

Nadia Goodman, the Louisiana Department of Economic Development's Director of Policy, Planning and Technology, has announced that she is retiring effective June 30. In addition to being very active within the Science and Technology Council of the States (STCS), Mrs. Goodman has been a good friend of SSTI's since its creation. SSTI staff trust that she will continue to provide advice and offer insights from her new residence in Mexico.

Texas Unveils Science & Technology Strategic Plan

Texas' Science and Technology Council recently released a science and technology strategic plan. The Council's vision is to make Texas the nation's leader in science and technology in the 21st century. The plan's premise is that technology is the economic force driving much of the state's current wealth and job creation. The report develops a series of recommendations with the intent of developing the research capacity and human resources Texas will need to ensure economic prosperity in the next century.

Louisiana Governor Outlines $187 Million Biosciences Initiative

Friday, March 15, 2002

Louisiana Governor Mike Foster's economic development plan calls for $37 million for a Biosciences Initiative, at the state's top research universities, $15 million to support industry clusters for regional universities, and $8.4 million to spur enrollment growth in community and technical colleges. Coupled by a $150 million bond issue, funding for bioscience endeavors would equal a $187 million investment.

Dallas-Fort Worth Adds Building Blocks for TBED

During the past two years, efforts have been launched in the Dallas-Fort Worth metroplex to boost its capacity for building a technology-based economy. The efforts have been directed toward increasing public-private cooperation, especially across organizations and jurisdictions that traditionally have thought of themselves as competitors, and conducting a critical review of the area's strengths and weaknesses.
