To keep alive the underground deep science laboratory, a National Science Foundation (NSF) research priority for scientific discovery in geophysics, Gov. Mike Rounds is asking lawmakers to approve $5.4 million in special appropriations for bridge funding through May 2011. During his budget presentation to the legislature last week, Gov. Rounds told lawmakers the $35 million allocated toward the effort in 2004 and 2005 would run out this month and $250 million in anticipated NSF funding would not be available until 2011.

Rebecca Blank, the acting U.S. secretary of Commerce, is expected to be the next chancellor of the University of Wisconsin at Madison. The Board of Regents is scheduled to vote on the recommendation April 5.

Mark Lytle has been named the University System of Georgia's new vice chancellor for economic development.

Frederick Cartwright has been appointed the executive director of the Clemson University International Center for Automotive Research.

Sean Greene has joined the Case Foundation as entrepreneur in residence. Greene most recently served as associate administrator for Investment and special advisor for Innovation at the U.S. Small Business Administration.

W. Steven Burke is the new president of Biofuels Center of North Carolina.

In a special session on Tuesday, the Vermont Legislature enacted the state's FY10 budget, overriding last week's veto by Governor Jim Douglas. The budget eliminates or reduces funding for many programs related to economic development and TBED, cutbacks which were cited as concerns by Gov. Douglas in his veto announcement.

As governors across the nation seek to fill record deficits, many new and longstanding TBED initiatives are facing challenging cuts or elimination. At the same time, governors are shoring up support for critical, targeted investments in the economy that they say are needed now more than ever.

In an era in which many companies maintain a web presence before their first technology hits the market, broadband access has become an essential ingredient for high-tech business and growth. In many states, however, the need for broadband access has widened the high-tech achievement gap between urban and rural areas.

Gov. Mike Rounds recently announced that South Dakota will join a national partnership, led by many of the country's leading information and communication technology (ICT) companies, to improve science and technology education and the skill set of the state's high-tech workforce. The Partnership for 21st Century Skills, an ICT advocacy organization, will advise the state on designing curriculum that meets the needs of software, electronics, networking, telecommunications and Internet-based companies.

Several states recently enacted spending plans for the upcoming fiscal year, which started July 1 for most states. In Louisiana, Gov. Bobby Jindal signed into law the LA GRAD Act, granting universities more flexibility to raise tuition in return for meeting certain performance goals. Lawmakers in Massachusetts allocated $10 million to continue the state's investment in life sciences, Pennsylvania Gov.

Gov. Peter Shumlin introduced a plan to invest $8 million in university programs designed to address a shortage of skilled workers. Under the plan, the University of Vermont and Vermont State Colleges each would receive $4 million in one-time funding to implement university-industry partnerships, facilitate re-entry of science and engineering professionals, and expand dual enrollment for high school seniors. Lawmakers in several states will consider legislation this year aimed at solving the workforce disconnect as states continue to struggle with unemployment and look for ways to attract industries in emerging fields. Many of the recent proposals, including those in Connecticut and Massachusetts, focus on revamping oversight of higher education and workforce training to offer better tools and a quicker path to a degree and skills matched with the needs of businesses.
