Abell Foundation, TEDCO Launch $3.3 Million Angel Fund Targeted at Baltimore's Startups

The Abell Foundation and Maryland Technology Development Company (TEDCO) announced the Propel Baltimore Fund — a $3.3 million angel investment fund targeted at startups and entrepreneurs in Baltimore. The fund will invest in technology companies with innovation-focused business plans that are located in Baltimore or are willing to relocate to the city. Initial investments will be between $50,000 and $100,000 (maximum investment of $220,000 per company). Propel investments will require a 50 percent match from outside investors. Illinois, Massachusetts, Maine Release Innovation Indices

While many state programs provide periodic reports on their activities and impacts, a few states provide regular data on their innovation economy as a whole. These reports can be useful in assessing a state's overall approach to TBED and in finding new areas for strategic intervention. Recently, groups in Massachusetts, Maine and Illinois separately released innovation indices that provide quantitative guides to their state's progress in fostering innovation.

START Program to Accelerate SBIR Funded Projects in Massachusetts

A new program launched in Massachusetts will help companies commercialize technologies developed under the Small Business Innovation Research (SBIR) program by picking up where Phase II of the program leaves off, providing financial support, coaching and introductions to potential investors. The Massachusetts Technology Development Corporation will initiate the program with $6 million over the next three years.

Maryland Fund Aims for 40 New Discoveries a Year

A new fund established to capitalize on Maryland's leadership in R&D seeks to move 40 new discoveries and innovations out of the lab and into the marketplace each year through a partnership between the state and five universities. The Innovate Maryland initiative is seeded with $5 million in the FY13 budget with additional funds from the participating universities to provide grants to researchers. The Maryland Technology Development Corporation (TEDCO) will administer the fund.

MA Leaders Want $50M R&D Matching Grant Fund to Spur Job Growth

Massachusetts House leaders introduced a bill earlier this week calling for funding to support R&D at universities and research centers, manufacturing grants and workforce training, and a venture capital mentoring program for startups. The measure is touted as a jobs bill to stimulate the state's sluggish recovery by focusing on high-growth sectors of the economy.

Partnerships Intended to Establish Massachusetts as a World Leader in Big Data

Massachusetts Governor Deval Patrick announced the creation of the Massachusetts Big Data Initiative, a number of steps and initiatives that will help turn the state into a world leader in big data — the collection and analysis of data that is too big, growing too fast or is too complex for existing information technology systems to handle. Federal Government Stepping Up to Coordinate State Cybersecurity Efforts

Threats to America's cybersecurity continue to make headlines, underscoring the growing importance of protecting our country's digital infrastructure. As national security experts continue to grapple with how to address the challenge, the federal government is stepping up to coordinate state cybersecurity efforts. R&D Tax Credits in Many States Seek to Help Business Development, Innovation

A number of states recently have taken action to expand R&D tax credits and other legislation that would support innovation, commercialization and manufacturing. Hawaii, California, Maryland, Texas, and Florida have signed into law tax incentives and R&D tax credits and an R&D tax credit in New Hampshire went into effect.  The Maine legislature also passed a capital tax credit that will begin in 2014.

STEM at the Forefront of States’ Education Policy

States across the U.S. are directing their attention to science, technology, education and technology (STEM) education, and already have passed a plethora of new initiatives in the current legislative session.  These programs are directed at various levels of education including primary education and higher education, with one program specifically designated for the state’s community colleges. A number of states have created STEM advisory councils under the governors’ offices, following the lead of Iowa and Massachusetts.

States Target Research, Commercialization for Economic Growth

A continued trend toward improved fiscal conditions gave rise to targeted and riskier investments in research for several states this legislative session. In particular, lawmakers dedicated funds for life sciences research and for initiatives aimed at commercialization through partnerships with higher education and the private sector. Maryland Innovation Initiative Announces Initial Slate of Programs

Maryland's Innovation Initiative (MII), launched earlier this year, unveiled two inaugural programs on Monday aimed at commercializing technologies at the state's universities. The new Innovation Discovery Program will help universities identify promising technologies and potential collaborations by reimbursing them for the costs of employing on-site, part-time "site miners." The Innovation Commercialization Program will provide cash awards to support research, commercialization planning and product development.

Renée Winsky has been appointed the executive director of the Chesapeake Innovation Center.

Mark Kvamme has resigned from JobsOhio effective Nov. 1. He is succeeded as president and CIO by John Minor, formerly the managing director at JobsOhio.

Looming Revenue Shortfalls Latest Challenge for Many States

Amid the economic uncertainty surrounding fiscal cliff negotiations, and what it means for states, some governors are erring on the side of caution when it comes to funding recommendations for the upcoming year. Massachussetts Leads, Delaware Gains in 2012 ITIF Index

The Information Technology and Innovation Foundation (ITIF) released the sixth edition of its bi-annual State New Economy Index last month. The report uses 26 indicators to assess the progress states have made adjusting to the realities of the innovation economy.
