Established in 1978 and entirely self-supported beginning in 1988, the Massachusetts Technology Development Corporation (MTDC) has one of the longest records of success for state-sponsored venture capital corporations. Efforts to transform rural Berkshire County, Massachusetts from an area of economic decline into an equal player for the New Economy through improved telecommunications access are bearing fruit. Berkshire Connect, a consortium of business, cultural, academic, and community leaders has successfully negotiated an agreement with Global Crossing, Ltd. and Equal Access Networks to provide low-cost, equal access telecommunications throughout the region.

Two recent studies on Internet usage in Maryland and Maine offer detailed maps of broadband infrastructure. The studies offer some insights on how businesses and, in the case of Maryland, private citizens are accessing the Internet. One of the biggest obstacles many communities and states face to building tech-based economies is convincing traditional businesses, institutions and the general population to embrace change, technological advance, and innovation. As a means of highlighting the performance and composition of state economies, Harvard's Institute for Strategy and Competitiveness, led by Dr. Michael Porter, has published profiles on all 50 states and the District of Columbia.

The results of Tuesday's primary election in Maine reveal the state's voters continue to be committed to improving their economy through technology-based economic development. Winning approval at the ballot was Question 2, allocating $35 million in bond revenues for 11 specific projects - a majority of which were tied directly to research and technology-based economic development.

The July-August issue of Technology Review, MIT's Magazine of Innovation, includes a special report on university research. The TR University Research Scorecard, written by TR associate editor Rebecca Zacks, ranks the top U.S. universities for their performance in patent quality (called "technological strength") and licensing revenues.

The Second Session of the 119th Maine Legislature proved to be another watershed event for the state's science and technology sector. While state governments across the country are overwhelmingly in favor of health-related biotechnology, agricultural biotechnology has received a somewhat less enthusiastic reception. That may be changing - however slowly - according to new information released last week by the Pew Initiative on Food and Biotechnology.

A new report assessing Maine's seven targeted technology sectors represents the first systematic attempt to analyze the growth of the state's industry clusters. The report, Assessing Maine's Technology Clusters, was prepared for the Maine Science and Technology Foundation (MSTF) by the University of Southern Maine's Muskie School.

Maine Governor Angus King, Jr. and Acting Under Secretary of Commerce for Technology Gary Bachula signed a letter of partnership last week that links the National Institute of Standards & Technology (NIST) with a variety of organizations in Maine. Bachula heads the Department of Commerce's Technology Administration (TA), which includes NIST.

Yahoo! Internet Life magazine has named its 1999 list of the "100 most wired" colleges and universities.  This is the third year in which the magazine has published the list. Listed  in the top five are: Case Western Reserve University (OH); Massachusetts Institute of Technology; Wake Forest University (NC); the New Jersey Institute of Technology;  and, Rensselaer Polytechnic Institute (NY).

Two new, free resources are available that provide access to statistical data that can be used for a wide variety of analytic processes, including impact assessment, regional measurement, strategic planning and program design.

The Maine Science & Technology Foundation (MSTF) has released the 1998 Maine Science and Technology Report Card, a first look at the state’s performance across twenty science and technology related indicators. MSTF will use the report’s findings to develop benchmarks for the next revision of the state’s biennial strategic science and technology plan, due out this fall.

The Massachusetts Technology Collaborative (MTC) released its second annual Index of the Massachusetts Innovation Economy earlier this month. The report tracks 31 performance indicators and explores the implications of each indicator on the long-term growth and stability of the Massachusetts economy.

Mainers will vote on Election Day on a research and development bond issue that if passed would allocate $20 million to improve the Maine economy by supporting innovative research and development in the fields of biotechnology, computers and other information technology, aquiculture and marine technology, forestry and agriculture, and advanced materials.

The National Collegiate Inventors and Innovators Alliance (NCIIA) seeks proposals that support innovation, invention, and entrepreneurship programs in U.S. colleges and universities. Through December 1999, NCIIA will award $400,000 in grants to faculty and students of member institutions. The next deadline is December 15, 1999.

There is potential trouble ahead for R&D and those states with relatively low levels of federal support will be impacted most severely, according to the Massachusetts Technology Collaborative's Analysis of the Impact of FY 2000 Federal R&D Investment Scenarios on Economic Growth.

Massachusetts Manufacturing Extension Partnership is seeking an Executive Director, who will oversee a staff of approximately 20 and a budget of more than $3 million. The successful candidate will be able to create a vision for the growing organization, the leadership skills to achieve that vision, and a strong interest in the growth and success of manufacturing. Applications are due August 9.

The Maine Science and Technology Foundation seeks a high energy President and CEO who will work with a diverse, gubernatorially appointed Board of Directors and provide leadership to the staff in the areas of strategic planning, policy development, program oversight, finance and administration, and public outreach. MSTF is a state chartered, industry-led not-for-profit organization that stimulates science and technology-driven economic growth in the state of Maine.

In what is touted as the first major national study of the economic impact of a research university, BankBoston recently reported on the economic impact of companies founded by graduates of the Massachusetts Institute of Technology (MIT). The report, MIT: The Impact of Innovation, "is a case study of the significant effect that research universities have on the economies of the nation and its 50 states."
