Gov. Patrick has appointed Sharon Gillett to head the newly created Massachusetts Department of Telecommunications and Cable. Gillett previously served as a principal research associate and chair of the Broadband Working Group for the industry-sponsored Communications Futures Program at the Massachusetts Institute of Technology and was a member of the Boston Wireless Task Force.

MTC Releases a New Index of Innovation Indicators

Using patent filing and quality as a measure of innovation, “a dollar of venture capital appears to be about three times more potent in stimulating patenting than a dollar of traditional corporate R&D,” according to a July 2000 paper by Samuel Korton (Boston University) and Josh Lerner (Harvard University).

Michigan Develops Life Sciences Entrepreneurship Strategy

Concerned that it currently lacks the “critical mass” required to be a leader in biotechnology, the Michigan Economic Development Corporation (MEDC) has prepared the Michigan Life Sciences Strategy, which outlines a plan to develop its universities, industries, and infrastructure to nurture biotechnology entrepreneurship over the next decade.

The TR University Research Scorecard, written by TR associate editor Rebecca Zacks, ranks the top U.S. universities for their performance in patent quality (called "technological strength") and licensing revenues.

MEDC Counters Cyberstates with Own Tech Employment Study

Last week, the Michigan Economic Development Corporation (MEDC) announced the findings of Michigan: The High-Technology Automotive State, a new study that demonstrates that the state’s high-tech workforce is dramatically larger than previously reported by national rankings. The MEDC study shows that the American Electronics Association (AEA) uses a narrow definition of high-tech in their annual ranking, Cyberstates 4.0, which was released the next day.

Mass. Tech. Collaborative Releases 3rd Innovation Index

The Massachusetts Technology Collaborative (MTC) has released its third annual Index of the Massachusetts Innovation Economy. The report tracks and explores the implications of 30 performance indicators on the long-term growth and stability of the Massachusetts economy. When statistics are available, Massachusetts is compared to its “leading competitor states” of California, Colorado, Minnesota, New Jersey, New York, and Texas.

Future of Innovation Identified

Curious who will shape technological innovation in 21st century? Technology Review magazine has developed for the first time a list of the top 100 innovators under the age of 35.



The list, nicknamed the TR100, was compiled by a panel of 24 judges including 3 Nobel laureates, 2 university presidents, and representatives of scientific and research organizations, businesses, venture capitalists, and the media.

ModForum Seeks CEO

The Manufacturing Modernization Forum (ModForum), located near Ann Arbor, Michigan, is a trade association for groups who help smaller manufacturers improve their productivity and performance. The not-for-profit organization seeks applications from qualified candidates to fill the position of President/CEO. Resumes will be accepted until November 24.

Millions in Renewable Energy Funding Freed in Massachusetts

On April 19, the Massachusetts Supreme Judicial Court cleared the way for the Massachusetts Renewable Energy Trust Fund to begin operations with a unanimous ruling that the funding mechanism is constitutional.

Berkshire to Offer High-Speed Telecommunications Network

Efforts to transform rural Berkshire County, Massachusetts from an area of economic decline into an equal player for the New Economy through improved telecommunications access are bearing fruit. Berkshire Connect, a consortium of business, cultural, academic, and community leaders has successfully negotiated an agreement with Global Crossing, Ltd. and Equal Access Networks to provide low-cost, equal access telecommunications throughout the region.

Michigan to Reorganize Economic Development, Workforce Functions

Michigan Governor John Engler has signed an Executive Order reorganizing the state's economic development and workforce development functions. The reorganization, which was unveiled by the Governor in his State of the State address, permits the formation of a new Michigan Economic Development Corporation (MEDC) in partnership with local governments.

Legislative S&T Position Available

States launching innovation initiatives across the country

States aim to drive growth with new economic development, energy plans

A trio of plans focused on economic development at the state level were released this month. Noting that it is at an economic crossroads and facing serious challenges, Maine’s Department of Economic and Community Development has issued a new 10-year economic development strategy for the state. Massachusetts has also proposed a new economic development plan, focusing on four key areas, while a new report in Maryland is targeting clean energy as an opportunity for the state to invest in the future.

Tech Talkin’ Govs 2020: Innovation, education and budgets weigh on governors in latest round of addresses

Education, infrastructure and budgets are all on the minds of the governors in this latest review of state of the state addresses. With more than half the governors having completed their outlooks by the end of January, this week we review the speeches through the end of month and find repeated attention to education, energy and budgeting issues, with a statewide lottery being introduced in Alaska, new energy legislation in Illinois, and South Carolina also proposed a funding increase for state universities that do not raise in-state tuition rates.

Universities launch incubators, accelerators and funds in 2019

Universities frequently play an integral role in providing activities, research, and products that positively affect or support local, regional, state and national economic development or strategic goals.  In higher-education’s efforts to align its participation in innovation and entrepreneurship systems, universities’ incubators, accelerators and fund programs are essential in assisting their faculty, staff, or students in the services and support needed to create startups, bring products to market, or provide critically needed funding.

States dealt blow with pandemic

In general, the effect of the pandemic on states’ budgets due to the wave of business, retail, and commerce shutdowns, as well as other reduced economic activity across the nation, is not entirely known, or too early to forecast; however, a number of states are beginning to experience the initial impacts of a substantial downturn. With several states having already enacted their 2020-21 budgets, special sessions are expected later this year to deal with declining revenues. Others ended sessions early without a new fiscal year spending plan in place.
