This year SSTI is linking with the Ohio Early Stage Summit to offer the unique opportunity for attendees to maximize their time by attending two conferences, three receptions and endless networking opportunities in just three short days and all in the same location.

Renée Winsky, chief executive officer of the Technology Council of Maryland (TCM), has been elected to the board of trustees of SSTI. Prior to joining TCM in 2009, Winsky served as the president and executive director of the Maryland Technology Development Corporation. An SSTI member since 1999, Winsky has been a speaker at SSTI conferences and accepted the 2008 Excellence in TBED award for Commercializing Research Category on behalf of the Maryland Technology Transfer Fund.

In what is considered typical for an odd-numbered year, only 34 questions have been certified in nine statewide ballots this election year. Some of those measures include redirecting funds to support higher education, revenue enhancements for states, and repealing legislation that limits collective bargaining for public employees.

Ballot Initiatives

A newly established policy academy providing guidance and technical assistance will help seven states improve their environment for innovation and align state R&D investments, workforce development and education systems with current and future needs of advanced manufacturing industries. The policy academy will help each state develop a plan or overcome barriers for putting a plan into action through a highly interactive team-based process that includes input from NGA, MEP, EDA, SSTI, private sector consultants, and research organizations.

Jeffrey Brancato has recently joined NorTech as vice president. Prior to joining NorTech, Brancato was the associate vice president for Economic Development at the University of Massachusetts.

Randal Charlton has announced his retirement as executive director of TechTown, the Wayne State University research and technology park. Leslie Smith, the general manager of TechTown has been appointed to fill the position beginning Nov. 1.

Louisiana and Texas voters approved measures to provide funding sources for student loans while voters in Colorado rejected a measure that would have temporarily increased taxes to offset cuts for public schools and colleges. Meanwhile, Ohio voters repealed a bill passed earlier this year limiting collective-bargaining rights of state employees. Official results are outlined below:

TBED organizations in Massachusetts and Rhode Island recently published comprehensive reviews of their respective state innovation economies. Both studies employ metrics of the general economy, as well as indicators of STEM education, research, venture investment and technology industry activity. They also use data from other state economies to track their progress in creating a vibrant and sustainable innovation ecosystem. The reports provide a useful set of innovation metrics that can be applied in other regions.

Massachusetts

With increasing pressures from state and local policymakers to show a return on investment, universities and colleges across the country are stepping up their efforts to transform innovative ideas into ready-for-market products and develop a new generation of entrepreneurs that will spur regional and state economic growth.

West Virginia coal-mining and farming businessman James C. Justice II confirmed a $10 million donation to Cleveland Clinic Innovations this week, according to an article in the Cleveland Plain Dealer. The gift will be used to establish a chair in medical innovation, to fund patent applications and to provide space and seed funding to early stage businesses. Inspired by the move, Cleveland Clinic Innovations Chairman Thomas Graham announced that he will contribute an additional $1 million for patent applications.

The Idaho Department of Commerce has named Gynii Gilliam as its new chief economic development officer. Gilliam brings more than 20 years of experience to the position. Most recently, she served as executive director of Bannock Development Corporation.

David Kerr, director of the Missouri Department of Economic Development, will step down from the position Dec. 31.

Crafting a regional TBED strategy is a difficult proposition. First, you figure out where you are. You check the data, conduct surveys and talk to the right people. Then, you figure out where you need to go. You look at other regions, and, again, talk to the right people. Using that information, you try to chart a course from where you are to where you want to be. The path, however, is rarely a straight line.

Ginger Lew, Senior Counselor to the White House National Economic Council (NEC) and the Small Business Administration (SBA), and Brian McGowan, Deputy Assistant Secretary of Commerce and COO for the U.S. Economic Development Administration (EDA), will discuss the administration's plans to support innovation.

Voters in more than 30 states will go to the polls to choose a governor later this year. For TBED professionals, gubernatorial elections can mean uncertainty. Will the next administration put economic development and technology on the agenda? Will the new governor support existing agencies and programs, or will he/she introduce new initiatives? What will happen to the budget for TBED programs?

The way we interact with our colleagues has forever changed in the face of social networking, teleconferences, and email. But the need for personal, one-on-one interaction to ask questions, bounce ideas off one another, and share best practices is still very much alive.

The transition from finite energy sources such as fossil fuels to renewable energy sources is on. The U.S. government, European Union and China are directing billions into the development of renewable energies. Most states have adopted energy standards to encourage the change. UMass Donahue Institute is seeking a director for the economic and public policy research unit (EPPR) that consists of an outstanding team of twelve research and professional staff. Along with a commitment to public service, the ideal candidate will be a knowledge leader, outstanding communicator, program developer, collaborator and experienced manager and researcher. Familiarity with relevant research areas and potential clients in Massachusetts and New England, including industry, government, professional associations, and nonprofit organizations is preferred.

Gov. Deval Patrick signed into law last week an economic development bill that includes the creation of the Massachusetts Growth Capital Corporation to provide access to capital and mentoring for small businesses capitalized with $35 million, and a $5 million recapitalization of the Massachusetts Technology Development Corporation to provide funds for early stage technology startups. The bill also reorganizes and consolidates economic development agencies focused on regionally based efforts to grow and attract businesses to the state, according to a press release.

Kevin Carr was named CEO of Kansas Technology Enterprise Corp., after serving as interim leader since June 2009. KTEC is a public-private partnership charged with promoting tech-based economic development throughout the state.
