Lawmakers in several states will consider legislation this year aimed at solving the workforce disconnect as states continue to struggle with unemployment and look for ways to attract industries in emerging fields. Many of the recent proposals, including those in Connecticut and Massachusetts, focus on revamping oversight of higher education and workforce training to offer better tools and a quicker path to a degree and skills matched with the needs of businesses.

While many state programs provide periodic reports on their activities and impacts, a few states provide regular data on their innovation economy as a whole. These reports can be useful in assessing a state's overall approach to TBED and in finding new areas for strategic intervention. Recently, groups in Massachusetts, Maine and Illinois separately released innovation indices that provide quantitative guides to their state's progress in fostering innovation.

A new program launched in Massachusetts will help companies commercialize technologies developed under the Small Business Innovation Research (SBIR) program by picking up where Phase II of the program leaves off, providing financial support, coaching and introductions to potential investors. The Massachusetts Technology Development Corporation will initiate the program with $6 million over the next three years.

The 2012 supplemental budget approved by Washington lawmakers includes funding for initiatives aimed at establishing a skilled workforce, enhancing competitiveness of existing industries and supporting university research to grow a strong aerospace cluster. The funding is part of a $9.8 million plan proposed by Gov. Chris Gregoire last year to enhance the state's education system in anticipation of new jobs in the aerospace sector (see the issue of the Nov. 16, 2011 issue of the Digest).

Since 2011, three states (Kansas, Georgia and North Carolina) have enacted securities exemptions that allow their state's entrepreneurs and small businesses to raise up to $1 million dollars via the sale of securities to residents of the state — Washington lawmakers introduced similar legis

States across the U.S. are directing their attention to science, technology, education and technology (STEM) education, and already have passed a plethora of new initiatives in the current legislative session.  These programs are directed at various levels of education including primary education and higher education, with one program specifically designated for the state’s community colleges. A number of states have created STEM advisory councils under the governors’ offices, following the lead of Iowa and Massachusetts.

At the close of many recent legislative sessions, states across the country moved to strengthen their high-tech workforce while supporting industry cluster development.

A continued trend toward improved fiscal conditions gave rise to targeted and riskier investments in research for several states this legislative session. In particular, lawmakers dedicated funds for life sciences research and for initiatives aimed at commercialization through partnerships with higher education and the private sector. Other states dedicated additional funds to expand promising research and technology-focused initiatives already underway.

The co-locating of researchers, donated equipment, and capital are recent examples of key elements provided by private-sector partners to help accelerate technology commercialization. In the past month, leaders from universities and nonprofit organizations across the country have announced new efforts to expand research capacity and bring more products to market by launching innovative centers in collaboration with corporate partners.

The Information Technology and Innovation Foundation (ITIF) released the sixth edition of its bi-annual State New Economy Index last month. The report uses 26 indicators to assess the progress states have made adjusting to the realities of the innovation economy. Massachusetts lead in the rankings, as it has since the lauch of the index, while Delaware rose four ranks since 2010 to occupy second place. Read The 2012 State New Economy Index...

Leslie Guice officially was approved by the University of Louisiana System Board of Supervisors to become the 14th president of Louisiana Tech University. Guice will take office July 1, 2013.

Camille Saltman has joined MD Revolution as president. Saltman was previously president of CONNECT and continues to be a member of CONNECT's board of directors.

Gov. Jay Inslee's vision for creating a more prosperous state economy through investments in key industry sectors came full circle with the announcement of his Working Washington Agenda, which prioritizes a similar set of proposals touted last year during his run for governor. The plan includes legislation, government reforms and new state investments totaling nearly $120 million focused around five areas.

Recent research on the evolving role of universities finds the emergence of an entrepreneurial society has contributed to a broader and more fundamental role for universities — that is to provide thinking, leadership and activity to enhance entrepreneurship capital. University-based entrepreneurship programs and initiatives seem to have gained steam following the recession with federal support for programs to enhance entrepreneurial efforts in states and regions and increased interest from students and out-of-work individuals.

Measuring impact is critical to the success and sustainability of any economic development initiative, and as the national debate over fiscal austerity and taxpayer spending continues, TBED organizations can expect increased scrutiny and accountability for their investments.

A new strategy report from the Washington Economic Development Commission offers a roadmap for the state to differentiate itself and attract new investment by focusing on the long-term goal of becoming a world-class innovation system. The proposals, which are not dependent on new funding, call on state and local leaders to focus on five key drivers of competitiveness: talent, entrepreneurship, infrastructure, smart regulation and global exports. A bill introduced less than three months ago to spur economic activity through high-impact university-industry R&D projects and provide tools for tech-based startup companies was passed with overwhelming support in the legislature. In addition to the matching fund, the bill includes funding to provide paid internships to startup technology companies and establishes an entrepreneur and startup venture capital mentoring program. Measures to address the state's skills gap and promote manufacturing competitiveness also are included.

Voters in 37 states will decide on more than 170 ballot measures this year, many of which are related to tech-based economic development (TBED). Tax measures seem to be dominating ballots this year, with questions relating to both decreases and increases for sales, property and income taxes. Several states are counting on voters to agree to temporary increases to help fill budget deficits and ensure steady funding for education.

On November 6, in addition to the presidential election, eleven state and two territorial gubernatorial contests will be decided. Seven of these races (Delaware, Missouri, North Dakota, Puerto Rico, Utah, Vermont, and West Virginia) include a sitting governor running for re-election, while the remaining six (American Samoa, Indiana, Montana, New Hampshire, North Carolina and Washington) are open races.
