Proposed Michigan Budget Offers New Incentives for Job Creation

Gov. Jennifer Granholm unveiled her fiscal year 2009 budget last week, proposing to refinance a portion of the state’s general obligation and taxable tobacco bonds and reduce spending across nearly all state departments in order to finance new proposals without raising taxes.

Recent Impact Reports Offer Varied Approaches to TBED Assessment

One of the continuing challenges for TBED organizations is successfully documenting how their investments and activities influence the economic landscape of their states and regions. SSTI has selected a few recent state reports as examples of impact assessment, each identifying and utilizing certain measurements to help them tell their story. Lawmakers Approve Funding for TBED Initiatives in State Budgets

Three states recently wrapped up their 2008 legislative sessions, resulting in the passage of operating and capital budgets for the upcoming fiscal year. State lawmakers approved funding for new and existing TBED initiatives aimed at diversifying the states' economies through increased investments in energy programs, higher education research initiatives and science, technology, engineering and mathematics (STEM) fields.

South Dakota Changes Tactics in the Battle for High-Tech Jobs

South Dakota recently announced it is reorganizing its programs to support entrepreneurs and high-tech start-ups. Instead of offering assistance to new firms through small, targeted programs, the state will reallocate the funding for these smaller programs into a larger fund with fewer restrictions on how that money can be spent. The change will allow the state greater leeway to assist expanding businesses, many of which were not eligible for the existing support programs.

As State Revenues Recede, Some S&T Cuts Made

The latest semi-annual state fiscal survey, released jointly this week by the National Association of State Budget Officers and the National Governors' Association, reconfirms the increasing pressure on state coffers found six months ago. Slowing revenues and increasing Medicare and health care costs have resulted in 16 states reducing expenditures in the current fiscal year by $1.6 billion. Eleven states also are reducing their FY 2002 revenue projections.

Maryland Outlines New TBED Road Map

Three I's neatly sum up the 22 recommendations recently released by Maryland Governor Robert Erlich's Commission on Development of Advanced Technology Business — Investment, Innovation, and Image. The year-long study looked at the state's existing physical, financial and intellectual infrastructures to support the state's research and technology sectors, making specific recommendations in three groupings to foster continued growth.

Michigan Creates $150M VC Fund and Broadens Mfg Tax Credits

Maryland, NSA Join Forces

A new agreement between the State of Maryland and the National Security Agency (NSA) is expected to lead to new technologies for both. The two formalized a partnership earlier this month, signing a memorandum of understanding at the Maryland State House.

While the report focuses on more than 40 evaluations that have been performed for ATP, it offers one of the most comprehensive and understandable overviews of evaluation methods and applying those approaches.

Reports from Gartner, Forrester Research, McKinsey & Company, AeA, and the Institute for International Economics, among others, have looked at the topic and fed the interest.

South Dakota Clears Path for Tech-based ED

With the recent passage of much economic development legislation in South Dakota, Gov. Mike Rounds' 2010 Initiative would seem to be moving along as planned. The 2010 Initiative, an economic stimulus plan introduced last fall, outlines a series of goals for growth in South Dakota by the year 2010 (see the Oct. 31, 2003, issue of the Digest).
