Supporters of NIST's Advanced Technology Program (ATP) have weathered years of attempts by members of the House and the Bush Administration to eliminate the program, but this may be the biggest hurdle yet: The Senate Appropriations Committee approved language calling for the program's termination as part of the Department of Commerce fiscal year 2007 appropriations. The first of only two ATP-related sentences included in the Senate Committee report 109-580 accompanying H.R.

For the third year, the Maryland Technology Development Corporation (TEDCO) has been named the nations most active source of early-stage or angel capital. TEDCO leads the list of the 100 top venture capital firms, based on the quarterly MoneyTree survey published by PriceWaterhouseCoopers, Thomson Venture Economics and the National Venture Capital Association (NVCA). The 2005 list appears in the July issue of Entrepreneur magazine.

Michigan Gov. Jennifer Granholm has announced the first round of awards from the states new 21st Century Jobs Fund initiative. Totaling more than $100 million, these awards will support applied research and later-stage commercialization of promising new technologies developed at Michigan's public and private research centers.

The materials research and development programs of nine federal departments and agencies are available in a new report, The Federal Research and Development Program in Materials Science and Technology 1995. The report was developed as a guide for materials researchers in industry, government, and universities. The emphasis in the report is on R&D directly linked to industrial applications, particularly in the areas of aeronautics, automotive technology, electronics, environmental technology, and infrastructure.

The National Institute of Standards and Technology (NIST) is seeking candidates to fill the position of Associate Director for Regional Programs. Responsibilities will include the creation, planning, evaluation and maintenance of a national network of state and local technology assistance providers to develop and enhance their capabilities to meet the needs of small and medium sized manufacturers.

Small and medium-sized manufacturers looking for assistance in solving technical and business problems now have improved access to the Manufacturing Extension Partnership (MEP). MEP is a nationwide network of locally managed centers in 42 states and Puerto Rico offering technical assistance to smaller manufacturers.

Tino Breithaupt, formerly vice president of Technology Tri-Corridor with the Michigan Economic Development Corporation (MEDC), is the new senior vice president of economic development for the Traverse City Chamber of Commerce. Vince Nystrom has been named Director, Technology Business Development of MEDC.

Automation Alley, which promotes economic growth in Southeast Michigan, has hired Noel Nevshehir to direct its international business center.

Automation Alley has named Thomas Anderson as president of the Automation Alley Education & Research Institute. Mr. Anderson also is director of the consortium's Technology Center.

David Hollister announced he will leave his position as director of the Michigan Department of Labor and Economic Growth on Feb. 3, to head Prima Civitas, a newly formed nonprofit agency promoting economic development.

Phillip Singerman resigned as executive director of the Maryland Technology Development Corp.. Renee Winsky will serve as interim executive director until a permanent replacement is named.

The Maryland Department of Business and Economic Development appointed Benjamin Wu as the assistant secretary for the Capital Region and senior advisor for technology policy.

The new head of the Economic Development Corporation of Kansas City is Jeffrey Kaczmarek, effective Sept. 6. Kaczmarek currently is senior vice president for community development with the Michigan Economic Development Corporation.

Chris Marschner is the new president of the Maryland Business Incubation Association (MBIA).

James Epolito, the former president and CEO of Accident Fund Insurance Co. of America, will become president and CEO of the Michigan Economic Development Corp. (MEDC) effective Sept. 1. The current MEDC president and CEO, Donald Jakeway, will lead MEDC's international economic development efforts.

Catering to high-tech companies built on innovation, the nonprofit regional collaboration dubbed SPARK, hopes to transform Ann Arbor, Mich., into more of an entrepreneurial hub and triple the number of technology jobs within five years.

Last week, Kevin Carr, the director of the Manufacturing Extension Partnership, announced that he would be leaving his position and NIST effective June 30. Kevin has led the program since 1994, and under his leadership, MEP became the exemplary federal program for working in partnership with the states.

MdBio, Inc., a nonprofit organization servicing Maryland's bioscience industry, announced it will be renamed the MdBio Foundation under restructuring and expansion efforts. The 501(c)3 organization will be overseen by a new 501(c)6 nonprofit membership trade association, MdBio, Inc.

President Bush has nominated Dr. William Jeffrey as director of the National Institute of Standards and Technology (NIST). The nomination is subject to Senate confirmation.
