One of the continuing challenges for TBED organizations is successfully documenting how their investments and activities influence the economic landscape of their states and regions. SSTI has selected a few recent state reports as examples of impact assessment, each identifying and utilizing certain measurements to help them tell their story. Their approaches may be of interest to other TBED organizations looking to gauge and share their impact with others.

As you begin to fill in your 2007 calendar, remember to mark Oct. 18-19, 2007 to attend SSTI's 11th annual conference in Baltimore! Past attendees know SSTI's conference is the perennial premiere professional development event for the TBED community. And 2007 will be no exception. Gov. Rick Perry is asking the Texas Legislature to appropriate $300 million for a new program designed to foster emerging technologies, enhance university-industry collaboration, and promote technology commercialization. If approved, the multi-faceted effort would be the most aggressive tech-based economic development initiative in the state's history.

A new report from the Advanced Technology Program (ATP), A Toolkit for Evaluating Public R&D Investment, provides useful information to anyone interested in evaluating publicly-sponsored research and development (R&D) programs. While the report focuses on more than 40 evaluations that have been performed for ATP, it offers one of the most comprehensive and understandable overviews of evaluation methods and applying those approaches.

At a time when manufacturing jobs are relenting to the pressures of an expanded service sector, foreign competition and productivity growth, the idea of economic prosperity has a renewed urgency with innovation as the greatest strength and flexibility the greatest asset, argues a new report from the Federal Reserve Bank of Cleveland.

The U.S. Department of Homeland Security (DHS) recently selected Texas A&M University and the University of Minnesota to lead the second and third Homeland Security Centers of Excellence (HS-Centers). Maryland Gov. Robert Ehrlich has appointed Robert Brennan to succeed Hans Mayer as executive director of the Maryland Economic Development Corporation. Mayer retired after holding the position for 17 years.

Study Suggests Cultural Changes in Universities Could Be Key to Promoting Greater Tech Transfer

Many minority population groups are historically underrepresented in science, technology, engineering, and math (STEM) fields. This is particularly true of the country's Latino population, one of the fastest growing segments of the U.S workforce. As a result, several state and regional tech-based economic development programs are looking for ways to broaden participation in STEM fields. A recent evaluation of a Texas program finds encouraging results, perhaps suggesting a model for others to replicate.

Gov. Rick Perry announced last month a long-term, strategic job creation plan that will focus state efforts on six industry clusters that economists say will be the engine of future job creation and economic growth in the U.S. Although the state already has an advantage in terms of a growing workforce, the key is retaining workers that are skilled and trained in emerging technology fields, the governor said.

Julie Coons is the new president of the Technology Council of Maryland. Coons most recently served as executive vice president of PCIA -- the Wireless Infrastructure Association.
