Industry Commits $45 Million to NY Photonics Center
In what could be the largest private sector commitment yet to a single industry/university research center, Corning, Kodak ,and Xerox have combined to pledge a staggering $45 million toward establishing a Center of Excellence in Photonics and Optoelectronics in Rochester, N.Y. The three corporate giants also committed to help raise another $30 million from other private sector companies for the new partnership involving New York State, higher education, and private enterprise.

University R&D, Tech Big Winners in Competing NY Proposals
Whether it is proposal A, proposal B, or some combination of A and B, university research and development efforts in New York stand to gain an additional $40-50 million per year for the next five years. The new funding would be in addition to the $135 million injection of state funding directed toward university research excellence through the New York State Office of Science, Technology and Academic Research (NYSTAR).
New Jersey Launches $40 Million VC Partnership
After discovering that only 10 percent of the venture capital raised in New Jersey is invested in New Jersey companies, a new venture fund has been established combining private, state, and federal resources. The seed investment fund will be used to assist New Jersey start-up technology businesses get off the ground.
NYSTAR Completes First Strategic Plan
With significant emphasis on academic research and commercialization, the New York Office of Science, Technology, and Academic Research (NYSTAR) has provided Governor George Pataki its first strategic plan. The $130 million NYSTAR, which absorbed the functions of the NY State Science and Technology Foundation, was formed in 1999 as a result of the state’s Jobs 2000 legislation (see the 12/3/99 issue of the SSTI Weekly Digest).

Senate Says Community Tech Centers Should Stay in Education
The National Journal’s Technology Daily reported Wednesday that the Senate has approved an amendment to the Elementary and Secondary Education Act reauthorization bill (S.1) that would authorize up to $100 million for the Community Technology Centers program. The amendment, introduced by Senator Barbara Miluski of Maryland and passed by a 50-49 vote, also keeps the popular program within the Department of Education.

The National Institute of Standards and Technology's (NIST) Advanced Technology Program (ATP) has launched a new Internet website entitled the ATP Alliance Network. The website is designed to aid organizations interested in applying for an ATP Joint Venture award.

Ray Kammer Confirmed as NIST Director
Raymond Kammer was sworn in as eleventh director of the National Institute of Standards and Technology (NIST) on November 12. Kammer had been NIST's deputy director since 1993. Robert Hebner had been acting director of the agency since the position was vacated by Arati Prabhakar in March.

Tenth Baldrige Award Given to Four U.S. Companies
Two manufacturers - one for a second time - and two service firms have received the Malcolm Baldrige National Quality Award for their achievements in quality and business performance. The 1997 awards, announced by the Department of Commerce on October 15, went to 3M Dental Products Division, St. Paul, MN (manufacturing); Solectron Corp., Milpitas, CA (manufacturing); Merrill Lynch Credit Corp., Jacksonville, FL (service); and Xerox Business Services, Rochester, NY (service). New Advisory Board to Guide MEP; MEP Successes Highlighted
Eight industry and economic development leaders have been appointed to serve on the newly created Manufacturing Extension Partnership National Advisory Board. Meeting three times a year, the board will provide advice on MEP programs, plans and policies. The board will summarize its findings and recommendations to the Secretary of Commerce in an annual report.
