At almost every turn, the important roles played by universities and colleges in a knowledge-based economy seem to be validated. Industry and political leaders across the country are talking of the need for strong institutions of higher education, particularly public research universities, to improve national, state, and local competitiveness.

Editor's note: Few federal programs that fund research have undergone as much independent review and outside scrutiny as the Advanced Technology Program (ATP) within the National Institute of Standards and Technology and come out with high marks nearly every time. Yet two more independent papers described briefly below find that ATP funds make a positive difference for spurring innovation and commercializing technology.

With more than 20 new governors and hundreds of newly elected state legislators, mayors and city council members across the country, many states and communities are seeing fresh faces in key positions that will influence the shape and direction of tech-based economic development policy, funding and program implementation. Whether the reason is to spur more innovation among students, fight the brain drain of graduates or simply help to build tech-based economies, many states, communities and universities are targeting a portion of their efforts toward encouraging tech-based entrepreneurship among their young residents and college students.

With the passage of HB 675, the FY 03-04 Capitol Budget Bill, the Ohio Legislature approved funding for a $100 million Innovation Ohio Revolving Loan Fund and a second $50 million installment for the Wright Brothers Capital Fund. Both measures are key components of Ohio's $1.6 billion 10-year Third Frontier Project — the state's largest-ever commitment to expanding high tech research capabilities and promoting start-up companies to build high wage jobs.

Placing a high priority on the biosciences as a measure for long-term economic development, the Baltimore Workforce Investment Board (BWIB) has released a strategic plan that aims to ensure growth, in part, by securing a highly motivated and well trained workforce for the city's bioscience sector.

Gov.-elect Robert Ehrlich has officially put forth his first economic development initiative for Maryland, according to recent press reports. His initiative, the creation of the Commission on Development of High Technology Business, is designed to encourage more technology business in the state.

A strategy to make Maryland's Harford County a competitive jurisdiction for attracting and expanding technology ventures has been unveiled by the Northeastern Maryland Technology Council (NMTC). Offering an analysis of the county's technology resources and assets, the Harford County Strategic Plan is expected to serve as a "road map" to help guide policy efforts for the next 5-15 years.

Correction: Lara Vande Walle is the director of membership and business development for the Maryland Technology Council, not Maryland's TEDCO as was previously reported.

The Wright Center of Innovation for Advanced Data Management and Analysis changed its name to daytaOhio and named Paul Cashen as its new president.

Ted Ford, former president and CEO of the Edison Welding Institute, recently was named president and CEO of TECHColumbus.

Roger Kilmer was appointed director of the Hollings Manufacturing Extension Partnership program at the National Institute of Standards and Technology. Kilmer served as acting director since Kevin Carr's departure last June.

The Maryland Technology Development Corp. (TEDCO) has hired Lara Vande Walle to serve as director of membership and business development.

You know that feeling you get when you've done something nice for no apparent reason? Or at least the grounds for being good are hidden so deeply within you that you aren't aware of the potential payoff?

Well, the annual readers' survey for the SSTI Weekly Digest presents another one of those opportunities to ignite or rekindle that warm inner glow that made the Grinch's heart grow three sizes that day.

Forty-four research universities in 28 states and the District of Columbia will receive $80 million from Howard Hughes Medical Institute (HHMI) to help address the challenges of the rapidly changing and increasingly interdisciplinary nature of undergraduate biology education. The grants will support programs that encourage graduate students and postdoctoral fellows to hone their teaching skills in undergraduate courses.

SSTI is excited to announce the addition of two new policy analysts to its staff. Rich Healy is an economic geographer formerly with the Columbus-based engineering and architecture firm Burgess & Niple. Heidi Findley served as press secretary to former Ohio Governor Richard Celeste for several years and, prior to that, as assistant deputy director for the Ohio Department of Development's Division of Technological Innovation.
