The Oklahoma Center for the Advancement of Science and Technology has announced a trio of new programs. Last month, the OCAST governing board approved a business plan for 2007 that committed $10 million of recently appropriated revenue for high-tech development. OCAST is devoting much of this funding to a new seed capital program, awards for plant science research, and a program to encourage the use of nanotechnology in manufacturing.

The materials research and development programs of nine federal departments and agencies are available in a new report, The Federal Research and Development Program in Materials Science and Technology 1995. The report was developed as a guide for materials researchers in industry, government, and universities. The emphasis in the report is on R&D directly linked to industrial applications, particularly in the areas of aeronautics, automotive technology, electronics, environmental technology, and infrastructure.

The National Institute of Standards and Technology (NIST) is seeking candidates to fill the position of Associate Director for Regional Programs. Responsibilities will include the creation, planning, evaluation and maintenance of a national network of state and local technology assistance providers to develop and enhance their capabilities to meet the needs of small and medium sized manufacturers.

The Advanced Technology Program (ATP) of the National Institute for Standards and Technology (NIST) has announced a public meeting to bring together all ATP awardees of the ATP Tools for DNA Diagnostics program "to present an overview of the non-proprietary aspects of their research and development activities." Small and medium-sized manufacturers looking for assistance in solving technical and business problems now have improved access to the Manufacturing Extension Partnership (MEP). MEP is a nationwide network of locally managed centers in 42 states and Puerto Rico offering technical assistance to smaller manufacturers.

With preparations for SSTI's 10th Annual Conference in Oklahoma City on Oct. 31-Nov. 2 well underway, we have received many questions from local, regional and state organizations wanting to host the premier event for the tech-based economic development (TBED) profession in 2007. Because of the increased interest, SSTI has bumped up its schedule for selecting the 2007 site. We are accepting nominations of host organizations and locations for SSTI's 11th Annual Conference until July 30, 2006.

Maryland General Assembly approval of a $1 million boost for the Maryland Industrial Partnerships (MIPS) Program, one of the nation's oldest continually run programs to support university-industry research projects leading to technology commercialization, marks a 74 percent increase above the $1.35 million program budget for 2006. The increase was proposed by Gov.

Steve Biggers has been promoted to Deputy Director for the Oklahoma Center for the Advancement of Science & Technology.

Maryland has a new program to provide loans to early stage technology-oriented companies that are affiliated with the incubation network, Governor Robert Ehrlich announced earlier this month. The $500,000 Working Capital Loan Fund, administered by the Maryland Technology Development Corporation (TEDCO), will offer low-interest, flexible term loans of between $15,000 and $50,000 to companies in underserved parts of Maryland.

Upon ruling in favor of a $50 million bonds issue last month, the Oklahoma Supreme Court cleared the way for an endowed chairs program at colleges and universities throughout the state .

Phillip Singerman resigned as executive director of the Maryland Technology Development Corp.. Renee Winsky will serve as interim executive director until a permanent replacement is named.

The Maryland Department of Business and Economic Development appointed Benjamin Wu as the assistant secretary for the Capital Region and senior advisor for technology policy.

Chris Marschner is the new president of the Maryland Business Incubation Association (MBIA).

Last week, Kevin Carr, the director of the Manufacturing Extension Partnership, announced that he would be leaving his position and NIST effective June 30. Kevin has led the program since 1994, and under his leadership, MEP became the exemplary federal program for working in partnership with the states.

MdBio, Inc., a nonprofit organization servicing Maryland's bioscience industry, announced it will be renamed the MdBio Foundation under restructuring and expansion efforts. The 501(c)3 organization will be overseen by a new 501(c)6 nonprofit membership trade association, MdBio, Inc.

President Bush has nominated Dr. William Jeffrey as director of the National Institute of Standards and Technology (NIST). The nomination is subject to Senate confirmation.

States such as Oklahoma must leverage scarce resources if they hope to attract top scientists, stimulate development, and achieve measurable economic impact, says the latest impact report from the Oklahoma Center for the Advancement of Science and Technology (OCAST).

The Advanced Technology Program (ATP), part of the National Institute of Standards and Technology, Technology Administration, US. Department of Commerce, partners with the private sector to spur research on to the development stage and into the market. ATP’s early stage investments accelerate the development of innovative technologies that promise significant commercial payoffs and widespread benefits for the nation.

Gov. Brad Henry unveiled the details of his fiscal year 2009 budget recommendation earlier this week, providing a substantial increase in funding to the state’s lead TBED agency and proposing a permanent funding mechanism for cutting-edge research through the EDGE Endowment.

 

One of the continuing challenges for TBED organizations is successfully documenting how their investments and activities influence the economic landscape of their states and regions. SSTI has selected a few recent state reports as examples of impact assessment, each identifying and utilizing certain measurements to help them tell their story. Their approaches may be of interest to other TBED organizations looking to gauge and share their impact with others.

Peter Abramo has been named executive director of Cameron University’s Center of Emerging Technologies and Entrepreneurial Studies, effective Aug. 30.

Maryland Gov. Robert Ehrlich has appointed Robert Brennan to succeed Hans Mayer as executive director of the Maryland Economic Development Corporation. Mayer retired after holding the position for 17 years.

A new agreement between the State of Maryland and the National Security Agency (NSA) is expected to lead to new technologies for both. The two formalized a partnership earlier this month, signing a memorandum of understanding at the Maryland State House.
