Editor's note: Few federal programs that fund research have undergone as much independent review and outside scrutiny as the Advanced Technology Program (ATP) within the National Institute of Standards and Technology and come out with high marks nearly every time. Yet two more independent papers described briefly below find that ATP funds make a positive difference for spurring innovation and commercializing technology.

Ben Franklin Technology Partners of Southeastern Pennsylvania (BFTP/SEP), an independent nonprofit economic development organization, has announced the Commonwealth of Pennsylvania's $2 million commitment to establish the Ben Franklin Investment Partners venture guarantee revolving fund. The fund is the first such development financing vehicle of its kind in the U.S.

Placing a high priority on the biosciences as a measure for long-term economic development, the Baltimore Workforce Investment Board (BWIB) has released a strategic plan that aims to ensure growth, in part, by securing a highly motivated and well trained workforce for the city's bioscience sector.

Gov.-elect Robert Ehrlich has officially put forth his first economic development initiative for Maryland, according to recent press reports. His initiative, the creation of the Commission on Development of High Technology Business, is designed to encourage more technology business in the state.

A strategy to make Maryland's Harford County a competitive jurisdiction for attracting and expanding technology ventures has been unveiled by the Northeastern Maryland Technology Council (NMTC). Offering an analysis of the county's technology resources and assets, the Harford County Strategic Plan is expected to serve as a "road map" to help guide policy efforts for the next 5-15 years.

Kevin Harter is leaving his position as president of the Central Pennsylvania Technology Council to become senior vice president of the new Life Sciences Greenhouse of Central Pennsylvania.

Pennsylvania Governor Mark Schweiker has been named President and CEO of the Greater Philadelphia Chamber of Commerce. The Governor will assume his new position on Feb. 1.

The Ben Franklin Technology PArtners of Central and Northern Pennsylvania promoted Stephen Brawley to serve as president and CEO.

Alan Brown was named executive director of the Pennsylvania NanoMaterials Commercialization Center, a newly formed economic development initiative.

Roger Kilmer was appointed director of the Hollings Manufacturing Extension Partnership program at the National Institute of Standards and Technology. Kilmer served as acting director since Kevin Carr's departure last June.

The Maryland Technology Development Corp. (TEDCO) has hired Lara Vande Walle to serve as director of membership and business development.

SSTI Affiliate, the Pittsburgh Technology Council (PTC) seeks candidates to become the organization's Vice President for Workforce Education and Development. The senior-level position is responsible for the management of all Catalyst Connection and Pittsburgh Technology Council education programs and services and IT workforce development and recruitment strategies.

Forty-four research universities in 28 states and the District of Columbia will receive $80 million from Howard Hughes Medical Institute (HHMI) to help address the challenges of the rapidly changing and increasingly interdisciplinary nature of undergraduate biology education. The grants will support programs that encourage graduate students and postdoctoral fellows to hone their teaching skills in undergraduate courses.

Barbara Schilberg and Gary Kurtzman have been named co-managing directors of the Biotechnology Greenhouse Corp. in Philadelphia. The organization is one of three "greenhouses" established as part of Pennsylvania's $100 million biotech initiative.

A study released by the Beacon Hill Institute at Suffolk University in Boston is one of the more recent efforts to examine all aspects of U.S. states and their economies. Entitled State Competitiveness Report 2001, the study defines competitiveness as the ability to ensure and sustain a high level of per capita income and its continued growth.

To spur technology development in the state, the Maryland Technology Development Corporation (TEDCO) has entered a collaborative agreement with the nation's cryptologic organization, the National Security Agency (NSA). TEDCO’s mission is to help foster a technology economy that will create and sustain businesses throughout Maryland. NSA coordinates, directs and performs highly specialized activities to protect U.S.

The Pittsburgh Technology Council recently issued its annual State of the Industry Report, which reveals that in spite of an extended national recession that began in 2000, the region’s technology industries have held their own, at least through the mid-point of the current economic downturn. The report covers the 13-county southwestern Pennsylvania region and presents industry statistics for 2001, the last year for which complete data is available from government and other sources.

Convincing politicians to make a multi-year investment in a state's economic future is challenging, particularly when commitments made in one budget cycle or administration can be forgotten or ignored so easily in the next legislative session. The FY 2003-04 funding struggle for Michigan's $50 million-per-year-for-20-years life science initiative provides ample evidence: $50 million dropped to $45 million and eroded to $32.5 million because of budget problems.
