13 Cities Receive $89 Million from NSF for Math and Science Ed
The National Science Foundation’s Division of Educational System Reform is funding cooperative agreements with 13 urban school districts: Birmingham, Chattanooga, Chicago, Fresno, Memphis, Miami, Minneapolis, Nashville, Newport News, Oklahoma City, Omaha, Pittsburgh, and Philadelphia to improve K-12 mathematics and technology education. The awards are aimed at districts that already have improvement programs in place.
First Partnership for Innovation Awards Announced
The National Science Foundation (NSF) has recommended awards for 24 projects in communities around the country to help translate knowledge gained from basic research into new products, businesses and services, as well as to provide workforce education and training opportunities focused on innovation. Totaling more than $14 million, each averaging about $600,000 over two or three years, the first-ever Partnerships For Innovation (PFI) awards cover projects in 20 states and Puerto Rico.
NSF Finds Nonprofit R&D Holding its Own
Research and development activity in the nonprofit sector share of total U.S. R&D held steady at 3 percent from 1973 to 1997, according to a February 15 Data Brief prepared by the National Science Foundation (NSF). The Data Brief reports on the first survey of nonprofit R&D activity since 1973.
Partnerships for Innovation Opens
Partnerships for Innovation (PFI), a National Science Foundation (NSF) program started just last year, has released its Program Solicitation for FY 2001. The program will support 10-15 new government-university-industry partnerships that explore new approaches to support and sustain innovation. An academic institution must be the lead for the partnership

R&D Expenditures Top $200 Billion in 1997
Research and development expenditures in 1997 are expected to reach $205.7 billion, a 6.5 percent increase over 1996's $193.2 billion in spending. Since 1994, R&D spending has been increasing at a rate of more than 5 percent a year, according to a recent National Science Foundation Data Brief.
Ray Kammer Confirmed as NIST Director
Raymond Kammer was sworn in as eleventh director of the National Institute of Standards and Technology (NIST) on November 12. Kammer had been NIST's deputy director since 1993. Robert Hebner had been acting director of the agency since the position was vacated by Arati Prabhakar in March.
NSF Announces Funds for New Science and Technology Centers
The National Science Foundation's (NSF) Office of Science and Technology Infrastructure (OSTI) has announced that funds will be available for additional Science and Technology Centers (STC). NSF is currently soliciting proposals from qualified candidates for the Science and Technology Centers: Integrative Partnerships Program.

The National Institute of Standards and Technology's Advanced Technology Program (ATP) is having a significant impact in accelerating the pace of technology development, according to a new study of 28 early ATP award winners.
Tenth Baldrige Award Given to Four U.S. Companies
Two manufacturers - one for a second time - and two service firms have received the Malcolm Baldrige National Quality Award for their achievements in quality and business performance. The 1997 awards, announced by the Department of Commerce on October 15, went to 3M Dental Products Division, St. Paul, MN (manufacturing); Solectron Corp., Milpitas, CA (manufacturing); Merrill Lynch Credit Corp., Jacksonville, FL (service); and Xerox Business Services, Rochester, NY (service). Solectron Corp.
NSF Funds Three Earthquake Research Centers
The National Science Foundation (NSF) has selected three centers to conduct and coordinate earthquake engineering research for the nation. The contracts call for NSF to invest $2 million a year for five years in each of the three centers for a total of $30 million.
NSF Offering $26 million for Research Centers in FY 2003
To create new research centers in FY 2003, the National Science Foundation (NSF) is offering approximately $26 million through its Engineering Research Centers (ERC) Program.
At least two awards totaling up to $13 million each will be made. The awards, subject to 10 percent cost sharing, will be distributed as follows: $2.5 million (year 1), $3 million (year 2), $3.5 million (year 3), and $4 million (years 4 and 5).
New ATP Awards Announced
The Advanced Technology Program (ATP) has announced 40 awards potentially totaling $101.6 million in ATP funding matched by an industry cost-share of $92 million if carried through to completion. These awards were selected from proposals submitted to 2002 competition.

Several states have recently proposed or implemented R&D state tax credits
As this week’s recent research article mentions, R&D tax credits work, so it isn’t surprising several states have either proposed, amended, or enacted research and development (R&D) tax credits for both the current fiscal (2025) and new (2026) fiscal year in efforts to encourage innovation and economic growth. Some specifically target life sciences or biotechnology sectors while others focus on attracting new or existing companies and startups or to further develop life sciences and/or biotech sectors and hubs.
