Lawmakers across several western states have reached budget agreements for the upcoming fiscal year or biennium allocating decreased or level funding for tech-based economic development efforts. Lawmakers also passed new legislation supporting job-creation efforts and investments in alternative energy. While funding for many of these programs appear secure in FY10, additional spending cuts are anticipated in the coming months if state revenues continue to decline.

Last week the NIH issued a request for comments regarding potential changes to existing federal regulations covering conflicts of interest in the design, conduct, or reporting of NIH-affiliated research. Through an Advanced Notice of Public Rule Making (ANPRM), the regulations include topics such as:

Rebecca Bagley, who left her position as deputy secretary for the Technology Investment Office within the Pennsylvania Department of Community and Economic Development, was appointed president-elect of NorTech. Bagley will succeed Dorothy Baunach, the founding staff director of NorTech, as president and chief executive officer. Baunach will become president emeritus, serving as an adviser until December 2010.

With a $25 million funding opportunity currently on the streets for manufacturing and infrastructure research projects, the Technology Innovation Program (TIP) has added three more locations and dates for proposers' conferences next week. The free public meetings will provide general information regarding TIP, guidance on preparing proposals, and the opportunity for questions and answers.

One of the biggest challenges for green technologies and products is breaking into the market. Achieving the critical mass that allows production volume to drive down prices is difficult, particularly when the commodity being sold is, at least initially, more expensive to make because more of the actual cost of production is captured in the green company's business model.

The budget agreement passed by Maryland lawmakers earlier this month includes funding for several initiatives in support of Gov. Martin O'Malley's plan to invest more than $1 billion over ten years in Maryland's biotechnology industry. Declining state revenues as a result of the recession were not without their impact, however.

Massachusetts Gov. Deval Patrick's secretary of Housing and Economic Development, Daniel O'Connell, resigned for personal reasons and was replaced by Greg Bialecki, an undersecretary who has been responsible for business development

The Technology Innovation Program (TIP) in the National Institute of Standards and Technology is using its FY09 award competition to support high-risk, high-reward research in civil infrastructure and manufacturing. The program has $25 million available to support as many as 25 new awards. TIP is open to individual small-sized or medium-sized businesses or to joint ventures that also may include institutions of higher education, nonprofit research organizations and national laboratories.

Gov. Jim Douglas plans to merge the Vermont Departments of Economic Development and Housing and Community Affairs.

Four recipients selected as best practice models in technology-based economic development were honored during an awards ceremony last week in Cleveland during SSTI's 12th Annual Conference. The awards follow a national competition emphasizing impact and replicability in approaches to building and sustaining tech-based economies.

While the Presidential election takes center stage on November 4, voters in several states also will cast their votes on statewide ballot issues affecting the TBED community. In addition to the 11 gubernatorial races and more than 5,800 state legislative seats up for grabs, voters across the nation will consider measures to provide funding for public education, expand investment in alternative and renewable energy, lift restrictions on stem-cell research, and eliminate income tax and state spending caps.

The outcome of Tuesday's election resulted in several wins and some defeats for TBED among the more than 150 ballot measures presented to voters across the nation. Increasing federal funding for life science research is one of the most significant ingredients for improving a state’s position in building a strong biotech and biomedical sector. As appropriations for the National Institutes of Health (NIH) were increasing annually – as they did in the last half of the 1990s and the first few years of this decade – this was not a zero-sum game. All states could win.
