Wisconsin Gov. Jim Doyle today unveiled the plan that will guide his Administration's legislative agenda for the next 12 months. Grow Wisconsin: The 2005 Agenda focuses on three areas: investing in business, investing in people, and fostering a competitive business climate.

Maryland has a new program to provide loans to early stage technology-oriented companies that are affiliated with the incubation network, Governor Robert Ehrlich announced earlier this month. The $500,000 Working Capital Loan Fund, administered by the Maryland Technology Development Corporation (TEDCO), will offer low-interest, flexible term loans of between $15,000 and $50,000 to companies in underserved parts of Maryland.

Phillip Singerman resigned as executive director of the Maryland Technology Development Corp.. Renee Winsky will serve as interim executive director until a permanent replacement is named.

The Maryland Department of Business and Economic Development appointed Benjamin Wu as the assistant secretary for the Capital Region and senior advisor for technology policy.

Chris Marschner is the new president of the Maryland Business Incubation Association (MBIA).

The Information Technology Association of Wisconsin, formed in June 2005, selected Jim Rice as its president and CEO.

Last week, Kevin Carr, the director of the Manufacturing Extension Partnership, announced that he would be leaving his position and NIST effective June 30. Kevin has led the program since 1994, and under his leadership, MEP became the exemplary federal program for working in partnership with the states.

MdBio, Inc., a nonprofit organization servicing Maryland's bioscience industry, announced it will be renamed the MdBio Foundation under restructuring and expansion efforts. The 501(c)3 organization will be overseen by a new 501(c)6 nonprofit membership trade association, MdBio, Inc.

President Bush has nominated Dr. William Jeffrey as director of the National Institute of Standards and Technology (NIST). The nomination is subject to Senate confirmation.

The Advanced Technology Program (ATP), part of the National Institute of Standards and Technology, Technology Administration, US. Department of Commerce, partners with the private sector to spur research on to the development stage and into the market. ATP’s early stage investments accelerate the development of innovative technologies that promise significant commercial payoffs and widespread benefits for the nation.

One of the continuing challenges for TBED organizations is successfully documenting how their investments and activities influence the economic landscape of their states and regions. SSTI has selected a few recent state reports as examples of impact assessment, each identifying and utilizing certain measurements to help them tell their story. Their approaches may be of interest to other TBED organizations looking to gauge and share their impact with others.

As you begin to fill in your 2007 calendar, remember to mark Oct. 18-19, 2007 to attend SSTI's 11th annual conference in Baltimore! Past attendees know SSTI's conference is the perennial premiere professional development event for the TBED community. And 2007 will be no exception. The conference will be held at the Renaissance Baltimore Harborplace Hotel, right on the city's exciting waterfront.

Gov. Jim Doyle named Mary Burke as the new head of the Wisconsin Department of Commerce. Burke replaces Cory Nettles, who resigned last month.
