Pennsylvania has been a leader in tech-based economic development for more than two decades. With more than $208 million for tech-based economic development initiatives, the 2001-02 Budget Request submitted by Governor Tom Ridge this week shows why the state remains at the forefront of the field.

In a follow-up to Maine Governor Angus King’s call for every 7th grader to have a laptop computer that they would use in school and could take home, the Task Force on the Maine Learning Technology Endowment has recommended that every student and teacher in the 7th through 12th grades be provided with computers that would be wireless and portable. The computers could be used in the classroom and, pending school district permission, be taken home.

An increasingly recognized and critical component of building a tech-based economy is the integration of university or college research and training capabilities into the local economic development strategy. While considerable attention is paid to the regional impact of large research institutions, not every community is home to an MIT, University of Texas, or Stanford.

Continuing to rest on past academic excellence and research achievement would be costly to Greater Philadelphia, according to a new report prepared by the Pennsylvania Economy League. The region's "knowledge industry" must compete with other regions and states to succeed in the New Economy.

The Maine Science & Technology Foundation (MSTF) has issued a request for proposals to conduct an "Initial Evaluation of Maine's Public Investments in Research and Development." The study, to be completed by July 1, 2001, will provide baseline data for the first comprehensive evaluation MSTF is required by law to prepare for the state legislature and Governor by July, 2006. Americans say they take pride in our nation's leadership role in science and technology and believe the U.S. needs to continue investing in scientific research and development (R&D) in order to remain at the forefront of discovery and innovation, according to a Gallup survey conducted on behalf of the Bayer Corporation in partnership with the National Science Foundation.

The next U.S. supercomputing system operating at speeds well beyond a trillion calculations per second will reside at the Pittsburgh Supercomputing Center (PSC) through an expected $45-million award from the National Science Foundation (NSF). Last week, the National Science Board (NSB), NSF's governing body, authorized the three-year award following a national competition.

Concerned that it currently lacks the “critical mass” required to be a leader in biotechnology, the Michigan Economic Development Corporation (MEDC) has prepared the Michigan Life Sciences Strategy, which outlines a plan to develop its universities, industries, and infrastructure to nurture biotechnology entrepreneurship over the next decade. 

The new Michigan Economic Development Corporation has released its strategic plan to increase the growth of technology-related jobs in the state. The report, State Smart: Michigan, outlines more than $6 million in new initiatives and several tax incentives to encourage technology-based growth in three key industry sectors: life sciences, information technology and advanced manufacturing.

Michigan Governor John Engler has signed an Executive Order reorganizing the state's economic development and workforce development functions. The reorganization, which was unveiled by the Governor in his State of the State address, permits the formation of a new Michigan Economic Development Corporation (MEDC) in partnership with local governments.

The Maine Science & Technology Foundation (MSTF) has released the 1998 Maine Science and Technology Report Card, a first look at the state’s performance across twenty science and technology related indicators. MSTF will use the report’s findings to develop benchmarks for the next revision of the state’s biennial strategic science and technology plan, due out this fall.

In the state that created the Ben Franklin Centers in the early 1980s - models for several states’ first forays into S&T - Governor Tom Ridge has proposed a wide range of new initiatives to promote R&D investment, technology development, and commercialization within Pennsylvania.

The Michigan Legislative Service Bureau has an opening for a Science Research Analyst. Duties include researching scientific and technical topics of interest to the Michigan legislature and analyzing the technical accuracy of legislation. Mainers will vote on Election Day on a research and development bond issue that if passed would allocate $20 million to improve the Maine economy by supporting innovative research and development in the fields of biotechnology, computers and other information technology, aquiculture and marine technology, forestry and agriculture, and advanced materials.

After nearly two years of discussion between the state legislature and the Governor’s office, Pennsylvania has enacted a plan for its $11 billion share of the national tobacco settlement. The final plan includes $160 million in one-time outlays for research and commercialization of life science technologies and a formula ensuring research gets nearly one-fifth of the total money received over the 25-year span of the settlement agreement.

To strengthen Maine’s ability to compete in a knowledge-based economy, Governor Angus King proposed last year that the state create a $65 million endowment that would annually purchase and place a laptop in the hands of every seventh grade student in the state. A one-time $50 million state appropriation was to be matched by $15 million in private contributions. Interest off the endowment would have allowed every 7th-12th grader to own a laptop PC by 2007.
