The Markle Foundation has announced plans to give away $100 million -- more than half of the Foundation's current endowment -- over the next five years for projects and programs to improve public benefit from the Internet. Recipients will include non-profit organizations as well as for-profit companies.



Awards are concentrated in four areas:

Massachusetts Manufacturing Extension Partnership is seeking an Executive Director, who will oversee a staff of approximately 20 and a budget of more than $3 million. The successful candidate will be able to create a vision for the growing organization, the leadership skills to achieve that vision, and a strong interest in the growth and success of manufacturing. Applications are due August 9.

Maine Governor Angus King, Jr. and Acting Under Secretary of Commerce for Technology Gary Bachula signed a letter of partnership last week that links the National Institute of Standards & Technology (NIST) with a variety of organizations in Maine. Bachula heads the Department of Commerce's Technology Administration (TA), which includes NIST.

The Second Session of the 119th Maine Legislature proved to be another watershed event for the state's science and technology sector. More than 20 percent of Maine's appropriated surplus budget was dedicated to increased monies for existing science and technology programs as well as substantial investment in new initiatives. Declaring September “Nonprofits & Technology Month,” the Foundation Center has launched a website presenting myriad financial and technical assistance resources to support the acquisition and use of information technology in nonprofit organizations.

The State of Maine, the University of Maine, the US Navy, and the Maine Science and Technology Foundation (MSTF) have signed an agreement that initiates a partnership to improve the stewardship of the state's natural resources.

Maine lawmakers have passed an R&D investment package to increase the state's research and development capacity. The package includes a $20 million bond issue that must be approved by the voters in November.

Joel B. Russ was recently named the new president of the Maine Science and Technology Foundation (MSTF). Prior to accepting this position, Russ served as the President and CEO of the Chamber of Commerce of the Greater Portland Region, as well as serving as a member of the MSTF's Board of Directors. MSTF is a state-chartered, non-profit organization whose mission is to stimulate science and technology-driven economic growth in Maine.

State Partnership with Texas Instrument Yields $3B Investment

Maine Governor John Baldacci has nominated one of his senior policy advisors, Jack Cashman, to become Commissioner of the state Department of Economic and Community Development. Cashman formerly served as a Democratic state representative from Old Town.

New York Ecomm has changes its name to The Executive Council of New York to better reflect the organization's broader membership and program offerings.

On Tuesday, voters in Maine approved Governor John Baldacci's request to issue $60 million in bonds to finance several research infrastructure, economic development and housing related projects. Packaged and marketed as the Jobs Bond, the measure won easily with 60 percent of the vote in this special election. The tech-based economic development portion of the bond will be allocated as follows:

Hempstead (New York) Mayor James Garner was elected to serve as the 61st president of the U.S. Conference of Mayors during its annual meeting this week.

Cian Robinson, executive director of Infotech Niagara, has left the position to consult privately.

More than $11 million in two New York State Assembly grants will support several new incubators for Brooklyn and Queens. The investments were recently announced by Assembly Speaker Sheldon Silver and Assembly members representing the two boroughs.

Kathleen Wise is the new Director of Programs for the New York Office of Science, Technology and the Advancement of Research. She fills the position vacated this summer by Keith Servis.

Jeffrey Skolnick has been named executive director of the new Center of Excellence in Bioinformatics based at the University of Buffalo. In introducing Skolnick, Governor Pataki confirmed the new state budget includes $50 million for the center, according to the May 10 issue of the Buffalo News.

Two recent studies on Internet usage in Maryland and Maine offer detailed maps of broadband infrastructure. The studies offer some insights on how businesses and, in the case of Maryland, private citizens are accessing the Internet. New York Governor George Pataki recently announced a multimillion plan to transform the aging 300-acre W. Averell Harriman State Office Building Campus in Albany, N.Y., into a world-class research and development technology park. 

One of the biggest obstacles many communities and states face to building tech-based economies is convincing traditional businesses, institutions and the general population to embrace change, technological advance, and innovation. A common element of many strategic plans is at least one recommendation or even an entire report dedicated to changing perceptions of the community or state toward being a technology mecca — or at least getting people to think about and recognize the importance of science and technology investments.

Small businesses bearing a critical role to the regional economies of upstate New York must overcome several barriers to growth if they are to enjoy future success, suggests a report by the Buffalo Branch of the Federal Reserve Bank of New York.
