The Oklahoma Alliance for Manufacturing Excellence, Inc. will receive $1.5 million from the National Institute of Standards and Technology's Manufacturing Extension Partnership (MEP). The Alliance, a program of the Oklahoma Center for the Advancement of Science and Technology, is an MEP affiliate that received its initial federal funding through the Technology Reinvestment Project.

With preparations for SSTI's 10th Annual Conference in Oklahoma City on Oct. 31-Nov. 2 well underway, we have received many questions from local, regional and state organizations wanting to host the premier event for the tech-based economic development (TBED) profession in 2007. Because of the increased interest, SSTI has bumped up its schedule for selecting the 2007 site. We are accepting nominations of host organizations and locations for SSTI's 11th Annual Conference until July 30, 2006.

Nearly $300 Million Tagged for TBED
It took moving into a special session and negotiating a late deal between lawmakers and Gov. Brad Henry last week for the Oklahoma legislature to pass several bills related to the state's budget for fiscal year 2007, which begins this weekend.

Maine Gov. Mark Baldacci has unveiled a new handbook intended to help communities to capitalize upon their cultural resources to spur economic growth. Maine's Creative Economy Community Handbook: Maine State Government Resources for Communities offers advice for community leaders interested in building a creative and dynamic workforce. The guidelines it gives for designing a strategic plan could benefit communities across the country interested in similar initiatives.

It caught the attention of quite a few people when it was first proposed in early 2001, but Maine's investment in 2002 to provide every seventh and eighth grader with a new laptop - approximately 32,000 students and 4,000 teachers - continues to provide a useful example of the size and type of commitment and risk that elected leaders have to be willing to make to transform the outlook for a state or regional economy. Turning Innovations into Enterprises: A Practitioner's Guide to Technology Commercialization

Describing Maine as making "modest progress" in strengthening its capacity for innovation-driven economic growth, the Maine Science and Technology Foundation (MSTF) released on Tuesday The Maine Innovation Index 2002, a report on Maine's performance in the new economy.

The Second Session of the 119th Maine Legislature proved to be another watershed event for the state's science and technology sector. More than 20 percent of Maine's appropriated surplus budget was dedicated to increased monies for existing science and technology programs as well as substantial investment in new initiatives. Two of the state-wide issues Oklahomans will decide on November 3 would allow major changes in the way the state conducts technology transfer activities. The purpose of the initiatives is to promote the commercialization of university research and support university innovation.

Mainers will vote on Election Day on a research and development bond issue that if passed would allocate $20 million to improve the Maine economy by supporting innovative research and development in the fields of biotechnology, computers and other information technology, aquiculture and marine technology, forestry and agriculture, and advanced materials.

The State of Maine, the University of Maine, the US Navy, and the Maine Science and Technology Foundation (MSTF) have signed an agreement that initiates a partnership to improve the stewardship of the state's natural resources.

Maine lawmakers have passed an R&D investment package to increase the state's research and development capacity. The package includes a $20 million bond issue that must be approved by the voters in November.

The Oklahoma Center for the Advancement of Science and Technology (OCAST) has announced the launch of the Oklahoma Technology Commercialization Center (Tech Center).

Joel B. Russ was recently named the new president of the Maine Science and Technology Foundation (MSTF). Prior to accepting this position, Russ served as the President and CEO of the Chamber of Commerce of the Greater Portland Region, as well as serving as a member of the MSTF's Board of Directors. MSTF is a state-chartered, non-profit organization whose mission is to stimulate science and technology-driven economic growth in Maine.

The Oklahoma Center for the Advancement of Science and Technology (OCAST) is seeking a chief executive officer. OCAST's statutory mandate is to contribute to the public policy goals of expanding and diversifying Oklahoma=s economy, providing new and higher quality jobs to improve Oklahoma's per capita income and encouraging the development of new products, new processes, and whole new industries in Oklahoma. The Maine Science & Technology Foundation (MSTF) has released the 1998 Maine Science and Technology Report Card, a first look at the state’s performance across twenty science and technology related indicators. MSTF will use the report’s findings to develop benchmarks for the next revision of the state’s biennial strategic science and technology plan, due out this fall.

To strengthen Maine’s ability to compete in a knowledge-based economy, Governor Angus King proposed last year that the state create a $65 million endowment that would annually purchase and place a laptop in the hands of every seventh grade student in the state. A one-time $50 million state appropriation was to be matched by $15 million in private contributions. Interest off the endowment would have allowed every 7th-12th grader to own a laptop PC by 2007.

With the establishment of a $1 million trust fund to serve as seed money, the new Oklahoma Institute of Technology intends to position the state as a national leader in information technology, engineering, and biotechnology. Governor Frank Keating signed Senate Bill 694 into law June 8, creating the public-private collaboration. Tulsa World news reports indicate supporters of the institute anticipate raising a $100 million endowment for the project and securing additional state support.

The Center for Environmental Enterprise (CEE) in South Portland, Maine announced the hiring of a new executive director. John Ferland assumed leadership of CEE in late April.
