Mainers Pass $60M TBED Bond

On Tuesday, voters in Maine approved Governor John Baldacci's request to issue $60 million in bonds to finance several research infrastructure, economic development and housing related projects. Packaged and marketed as the Jobs Bond, the measure won easily with 60 percent of the vote in this special election. The tech-based economic development portion of the bond will be allocated as follows:

Pennsylvania to Support Clean Energy Tech with New Fund

Breaking new technologies into traditional markets can be challenging, particularly in the energy field it seems. To help overcome that hurdle, the State of Pennsylvania has undertaken a $5 million initiative to help finance the implementation of clean and renewable energy technologies such as biomass and wind power.

Greater Philadelphia Acquires Road Map to Build Innovation Economy

Many areas of the country are experiencing a brain drain, an outmigration of recent college graduates leading to a decline in the available labor pool of entry level workers, young entrepreneurs and future civic leaders. A new initiative, however, hopes to reverse that trend in Northeastern Pennsylvania by strengthening the social, networking and professional relationships among young skilled workers in the Wilkes-Barre region.

GPF, Science Center Team Up to Help Entrepreneurs

Greater Philadelphia First (GPF) and the Science Center, a consortium of 34 regional academic and scientific institutions, have established a major new joint initiative designed to make it easier for science and technology entrepreneurs to start, grow and expand their businesses. Modeled on UCSD CONNECT in San Diego, CONNECT Greater Philadelphia will assist entrepreneurs by linking them with needed business, academic and other resources.

Comprehensive Internet Studies Issued in Maryland, Maine

Two recent studies on Internet usage in Maryland and Maine offer detailed maps of broadband infrastructure. The studies offer some insights on how businesses and, in the case of Maryland, private citizens are accessing the Internet. The Lehigh Valley Technology Network was launched mid-April in Bethlehem, Pennsylvania. Organizing efforts were led by the Lehigh Valley Chamber of Commerce, the Ben Franklin Technology Partners of Northeastern Pennsylvania and the Lehigh Valley Economic Development Corp. One of the Network's potential roles, according to The Morning Call, may be to serve as a liaison between high-tech entrepreneurs and a new angel capital group, the Northeast Pennsylvania Angel Network.

University of Pennsylvania Science Center Plans $600M Expansion Project

To further accommodate and cater to fledgling biotechnology, high-tech and start-up companies, the University of Pennsylvania Science Center in Philadelphia recently announced plans to add 1.85 million sq. ft. through the construction of six new buildings with retail and parking components.

One of the biggest obstacles many communities and states face to building tech-based economies is convincing traditional businesses, institutions and the general population to embrace change, technological advance, and innovation. A common element of many strategic plans is at least one recommendation or even an entire report dedicated to changing perceptions of the community or state toward being a technology mecca — or at least getting people to think about and recognize the importance of science and technology investments.

Biotech Plan for Southwestern Pennsylvania Released

To shed light on the strengths and weaknesses of the region's biotechnology cluster, Carnegie Mellon University's Center for Economic Development (CED) has published A Biotechnology Action Plan for Southwestern Pennsylvania. The CED report says the Pittsburgh biotechnology cluster largely depends on the amount of available venture capital and the development of new technologies and that total funding levels must be increased to continue biotech development.

Maine Seeks Statewide EPSCoR Director

The State of Maine's Experimental Program to Stimulate Competitive Research (EPSCoR) Committee is seeking a Statewide EPSCoR Director to provide leadership and vision for the State's EPSCoR Committee, called the Research Capacity Committee (RCC), and the state's research enterprise. Working directly with the RCC, the Director participates in the development and implementation of the state's EPSCoR strategy. The Director also reports to the Chair of the RCC.

Ben Franklin Technology Partners Create Funding Vehicle to Aid Growth of Companies

Ben Franklin Technology Partners of Southeastern Pennsylvania (BFTP/SEP), an independent nonprofit economic development organization, has announced the Commonwealth of Pennsylvania's $2 million commitment to establish the Ben Franklin Investment Partners venture guarantee revolving fund. The fund is the first such development financing vehicle of its kind in the U.S.
