The Allegheny Conference on Community Development announced the following three staff appointments: Leigh McIntosh was named special projects director, Katherine Needham is a new senior vice president, and Roger Cranville will serve as senior vice president of business investment for the Pittsburgh Regional Alliance.

Shortly after a General Assembly vote last week, Pennsylvania Gov. Ed Rendell announced the bipartisan approval of the remaining components to the state’s economic stimulus package. The governor's plan is intended to fuel major new investment in communities across the state.

A significant reduction in employment among southwestern Pennsylvania's technology industries in 2002 was not enough to offset signs of a turnaround, according to new data released by the Pittsburgh Technology Council (PTC). Over the second half of the year, a turnaround began to emerge and technology companies accounted for nearly 17.5 percent of the region’s workforce, PTC's annual State of the Industry Report shows.

A new fund developed by the Maine Technology Institute (MTI) is expected to lead to greater commercialization of technologies in the northeast state. Created through a reserved proportion of MTI’s annual grantable funds, the Accelerated Commercialization Fund (ACF) will allow previously funded MTI companies the chance to achieve significant growth. To qualify for funding, companies must at a minimum demonstrate significant potential for financial and economic development returns.

Looking to jumpstart the federal policy process regarding broadband Internet access, the Alliance for Public Technology (APT) has released A Nation of Laboratories, Broadband Experiments in The States, a report examining various broadband policies and programs nationwide.

With contributions of nearly $64 billion annually to the gross state product, manufacturing remains the largest of all industry sectors in Pennsylvania, according to a new report sponsored by the Team Pennsylvania Foundation. Advanced research grants and equity financing are just two items slated for funding in Maine Gov. John Baldacci's $120 million revenue bond package, unveiled last week. The tech-based economic development (TBED) items would receive a combined $7 million in funding. The largest portion of the governor's package, $65 million, is dedicated to land conservation and parks. Other elements address housing, health and environmental issues.

Pennsylvania's Tobacco Settlement Investment Board (TSIB) recently approved a commitment of up to $20 million to Birchmere Ventures III LP to invest in life sciences companies based in Pennsylvania. Birchmere Ventures III, a new fund jointly formed by Pittsburgh-based Birchmere Ventures and San Francisco-based Bay City Capital, will raise up to $150 million.

Carl Bauer is retiring from federal service and leaving the National Energy Technology Laboratory effective Feb. 28, following a four-year tenure as the laboratory’s director.

Joining the Pittsburgh Life Sciences Greenhouse as executives in residence are Maureen Peszko and Michael Lang. Pierre Queiroz de Oliveira will be joining the program as an executive associate.

The recent creation of the Energy Alliance of Southwestern Pennsylvania is intended to advance the energy-related economy of the Pittsburgh region by funding companies, coordinating projects, devising policies, and marketing the region's assets. While staff for the Energy Alliance will come primarily from the Allegheny Conference and Innovation Works, other partners of the effort include the University of Pittsburgh, Carnegie Mellon, and various energy-related firms in the region.

A bill being debated in Congress would provide federal support for the development of research parks, a major contributor to scientific discovery, technology commercialization and new company formation. S. 583, entitled the Building A Stronger America Act and introduced earlier this year, would make available grants and loan guarantees for the development and construction of science parks to promote the clustering of innovation through high technology activities.

Eric Abelquist has been named executive vice president of Oak Ridge Associated Universities and deputy director of the Oak Ridge Institute for Science and Education.

Arn Boezaart, who has been interim executive director of the Michigan Alternative and Renewable Energy Center the past six months, will take over the position permanently.

Since the 1990s, Maine has done an excellent job investing in R&D to establish a robust research capacity, but little has been done in terms of building a capacity for innovation and entrepreneurship, according to the 2010 Science and Technology Action Plan. The report identifies three main strategies to position the state as a global competitor and create high-paying jobs and economic prosperity.

The first third of the current fiscal year was over before Pennsylvania leaders could agree on a $27.8 billion FY10 budget that sharply reduces spending across many areas of community and economic development. It does boost funding for basic education to historic levels, however.

Southwestern Pennsylvania is on course to add 11,640 green jobs to its economy by 2015, according to a new report commissioned by two local organizations, the Green Building Alliance and Growing Technology through Energy and Community Health (GTECH) . The region’s green services sector is on the verge of a major boom and will be the driving force in the growth of the green economy, according to the report.

Virginia Governor Bob McDonnell dropped his previous nomination, Robert Sledd, as his secretary for Commerce and Trade and instead nominated businessman James Cheng. Cheng, whose nomination needs to be confirmed by the Democratic-controlled Senate, was sworn in on January 17.

In a period of tightening budgets, it is important for stakeholders to know that the investments they are making in tech-based economic development are yielding positive economic results - and returning revenue to the state. Recent impact assessments to examine comprehensive TBED programs in three states show how smart these investments have been. More telling, different evaluation models were used in all three states and they each reached similar conclusions: strategic TBED investments can stimulate economic growth.

State governments are poised to play a vital role in the economic recovery through their use of federally-appropriated funds and through their internal policy responses to the global crisis. Several states are focusing on innovation as a means of recovery. Massachusetts and Maine both recently released the latest editions of their annual innovation indices. These annual publications have long helped to clarify trends in the innovation economy and provided assessment of their performance relative to other states.

The following overview is a synopsis of select recent announcements from research parks across the nation, including groundbreakings and development plans to support vibrant regional economies based on science, technology and innovation. 

Gov. John Baldacci signed two major bills this session supporting renewable energy R&D and creating a path for building private sector jobs in clean energy businesses. Lawmakers also passed a $150 million bond package, which includes funding for ocean and wind energy demonstration projects and support for Maine technology entrepreneurs. Voters will have the final say on the bond package in three separate ballot measures presented over the next two years.

The lazy days of summer may be the most challenging time to keep students and teachers motivated and engaged in academics. Fortunately, several programs across the country have risen to the challenge. And, with the Obama Administration's pledge to make math and science education a national priority, now may be an opportune time for collaboration among federal and state agencies, private foundations, and industry to reverse the U.S. decline in science, technology, engineering, and mathematics (STEM) fields.
