Maine Task Force Recommends State-Purchased Computers for Students
In a follow-up to Maine Governor Angus King’s call for every 7th grader to have a laptop computer that they would use in school and could take home, the Task Force on the Maine Learning Technology Endowment has recommended that every student and teacher in the 7th through 12th grades be provided with computers that would be wireless and portable. The computers could be used in the classroom and, pending school district permission, be taken home.

Maine's Public R&D Investments to be Evaluated
The Maine Science & Technology Foundation (MSTF) has issued a request for proposals to conduct an "Initial Evaluation of Maine's Public Investments in Research and Development." The study, to be completed by July 1, 2001, will provide baseline data for the first comprehensive evaluation MSTF is required by law to prepare for the state legislature and Governor by July, 2006. Marty Grueber has left the Rhode Island Economic Policy Council (RIEPC) to join Battelle Memorial Institute and the Environmental Technology Commercialization Center. Beth Ashman Collins has been named director of research at RIEPC.
Maine Issues S&T Report Card
The Maine Science & Technology Foundation (MSTF) has released the 1998 Maine Science and Technology Report Card, a first look at the state’s performance across twenty science and technology related indicators. MSTF will use the report’s findings to develop benchmarks for the next revision of the state’s biennial strategic science and technology plan, due out this fall.
MAINE RESIDENTS TO VOTE ON BOND ISSUE
Mainers will vote on Election Day on a research and development bond issue that if passed would allocate $20 million to improve the Maine economy by supporting innovative research and development in the fields of biotechnology, computers and other information technology, aquiculture and marine technology, forestry and agriculture, and advanced materials.
If passed, funding from the bond issue would be allocated to the following:
Maine 7th Graders to Get Laptops
To strengthen Maine’s ability to compete in a knowledge-based economy, Governor Angus King proposed last year that the state create a $65 million endowment that would annually purchase and place a laptop in the hands of every seventh grade student in the state. A one-time $50 million state appropriation was to be matched by $15 million in private contributions. Interest off the endowment would have allowed every 7th-12th grader to own a laptop PC by 2007.

Joseph Hammang, currently vice president for science, technology and business development at the Rhode Island Economic Development Corp., has accepted a position with the Rhode Island Economic Policy Council to run the Samuel Slater Technology Fund and six Slater Centers. Mr. Hammang will remain the Governor's Advisor for Science and Technology.

Atkinson to Leave R.I.; Position Available
Rob Atkinson, the executive director of the Rhode Island Economic Policy Council, has announced his resignation. He has accepted a position with the Progressive Policy Institute, leading a new initiative on science and technology. As a result of his departure, the Council is seeking an executive director.

The Maine Science and Technology Foundation seeks a high energy President and CEO who will work with a diverse, gubernatorially appointed Board of Directors and provide leadership to the staff in the areas of strategic planning, policy development, program oversight, finance and administration, and public outreach. South Carolina Establishes Technology Advisory Council
South Carolina Governor David Beasley has appointed a 17-member Technology Advisory Council. The Council is to examine how South Carolina can attract technology-intensive companies, find strategies to promote high technology jobs and identify specific technologies that are important for other industries.
Rhode Island Plan Calls for Action
The Rhode Island Economic Policy Council has concluded a year-long examination of the state's economy with a call for nine recommendations to be implemented.
South Carolina S&T Plan Unveiled
The South Carolina Technology Alliance has released South Carolina Technology Initiative 2000, a science and technology strategic plan outlining six specific recommendations for strengthening the state’s position in a knowledge-based economy.

Maine-NIST Form Unique Partnership
Maine Governor Angus King, Jr. and Acting Under Secretary of Commerce for Technology Gary Bachula signed a letter of partnership last week that links the National Institute of Standards & Technology (NIST) with a variety of organizations in Maine. Bachula heads the Department of Commerce's Technology Administration (TA), which includes NIST.
Maine Legislature Approves More than $69 Million for Science and Technology
The Second Session of the 119th Maine Legislature proved to be another watershed event for the state's science and technology sector. More than 20 percent of Maine's appropriated surplus budget was dedicated to increased monies for existing science and technology programs as well as substantial investment in new initiatives. The programs that the Legislature voted to fund include:
$5 Million in Community Technology Projects Announced
On Tuesday, WorldCom and Brown University announced grants for 20 programs in 19 states to link public schools or community organizations with local colleges or universities to develop educational technology projects for youth in underserved areas. The grants were awarded through Making a Civic Investment, a $5-million, five-year program funded by WorldCom and administered by Campus Compact, a national coalition of nearly 700 college and university presidents based at Brown.
