Maine Task Force Recommends State-Purchased Computers for Students
In a follow-up to Maine Governor Angus King’s call for every 7th grader to have a laptop computer that they would use in school and could take home, the Task Force on the Maine Learning Technology Endowment has recommended that every student and teacher in the 7th through 12th grades be provided with computers that would be wireless and portable. The computers could be used in the classroom and, pending school district permission, be taken home.

Maine's Public R&D Investments to be Evaluated
The Maine Science & Technology Foundation (MSTF) has issued a request for proposals to conduct an "Initial Evaluation of Maine's Public Investments in Research and Development." The study, to be completed by July 1, 2001, will provide baseline data for the first comprehensive evaluation MSTF is required by law to prepare for the state legislature and Governor by July, 2006. Maine Issues S&T Report Card
The Maine Science & Technology Foundation (MSTF) has released the 1998 Maine Science and Technology Report Card, a first look at the state’s performance across twenty science and technology related indicators. MSTF will use the report’s findings to develop benchmarks for the next revision of the state’s biennial strategic science and technology plan, due out this fall.
MAINE RESIDENTS TO VOTE ON BOND ISSUE
Mainers will vote on Election Day on a research and development bond issue that if passed would allocate $20 million to improve the Maine economy by supporting innovative research and development in the fields of biotechnology, computers and other information technology, aquiculture and marine technology, forestry and agriculture, and advanced materials.

TORNATZKY GOING WEST; STC SEEKS NEW DIRECTOR
Lou Tornatzky has announced that he will be stepping down from his position as Director of the Southern Technology Council (STC), a position he has held since 1993. Tornatzky will be relocating with his family to the West Coast, but will continue to serve as an STC Research Fellow.
Maine 7th Graders to Get Laptops
To strengthen Maine’s ability to compete in a knowledge-based economy, Governor Angus King proposed last year that the state create a $65 million endowment that would annually purchase and place a laptop in the hands of every seventh grade student in the state. A one-time $50 million state appropriation was to be matched by $15 million in private contributions. Interest off the endowment would have allowed every 7th-12th grader to own a laptop PC by 2007.

Vermont Leads Manufacturing Exports, Study Finds
Long-held opinions are hard to change. The state of the US manufacturing sector is a good example. Many people, particularly those in the Northeast and Midwest, hold tightly to memories of mass layoffs and factory closings nearly 20 years ago.

The Vermont Economic Progress Council has named Fred Kenney as Executive Director. VEPC is the nine-member panel established in 1994 with members appointed by the Governor to provide long-term economic policy planning. In 1998 it was given the responsibility of implementing the Economic Advancement Tax Incentives Act and reviewing applications for tax incentives.

The Maine Science and Technology Foundation seeks a high energy President and CEO who will work with a diverse, gubernatorially appointed Board of Directors and provide leadership to the staff in the areas of strategic planning, policy development, program oversight, finance and administration, and public outreach. New Director Named
Dr. Paul S. Huyffer has been named Executive Director of the Vermont Technology Council and Special Assistant to the President of the University of Vermont for Economic Development. The Vermont Technology Council has been in existence since 1992 and has been responsible for the development of a science and technology plan for the state.

The Council is a voluntary association of community leaders from the public and private sectors who are concerned with the economic vitality of Vermont and believe that the state's prosperity depends on the successful commercialization within the state of scientific and technological advances and innovations.

Maine-NIST Form Unique Partnership
Maine Governor Angus King, Jr. and Acting Under Secretary of Commerce for Technology Gary Bachula signed a letter of partnership last week that links the National Institute of Standards & Technology (NIST) with a variety of organizations in Maine. Bachula heads the Department of Commerce's Technology Administration (TA), which includes NIST.
Maine Legislature Approves More than $69 Million for Science and Technology
The Second Session of the 119th Maine Legislature proved to be another watershed event for the state's science and technology sector. More than 20 percent of Maine's appropriated surplus budget was dedicated to increased monies for existing science and technology programs as well as substantial investment in new initiatives. STC Launches S&T Planning Initiative for South
The Kenan Institute for Engineering, Technology & Science is providing the Southern Technology Council (STC) $150,000 in matching funds over three years to help Southern states increase innovation-driven economic development. A major element of the initiative is annual benchmarking of each state's progress in agreed-upon categories, including: industrial composition, entrepreneurial development, globalization, and human resources.
Plan to Transform Southern Economy Released
In a bid to make the South a knowledge economy leader, the Southern Growth Policies Board has released Invented Here: Transforming the Southern Economy, a 10-year strategic plan to create an innovation-driven economy in the South.
MAINE AND NAVY CREATE PARTNERSHIP TO USE REMOTE SENSING TECHNOLOGY
The State of Maine, the University of Maine, the US Navy, and the Maine Science and Technology Foundation (MSTF) have signed an agreement that initiates a partnership to improve the stewardship of the state's natural resources.
Maine Legislators Pass R&D Initiatives

Joel B. Russ was recently named the new president of the Maine Science and Technology Foundation (MSTF). Prior to accepting this position, Russ served as the President and CEO of the Chamber of Commerce of the Greater Portland Region, as well as serving as a member of the MSTF's Board of Directors. MSTF is a state-chartered, non-profit organization whose mission is to stimulate science and technology-driven economic growth in Maine.
