Governor Urges Pension Fund to Invest in Emerging Tech Companies
Starting in January, a new advisory council within the Texas Governor’s Office will begin work on a long-term strategy to bolster the state’s economic competitiveness. The Competitiveness Council will be charged with designing an overall framework for cooperation between public and private organizations involved in economic development. Gov. Rick Perry will appoint the group’s members by the end of the year.

Maine to Increase R&D Activity to $1B by 2010
A plan to increase Maine's R&D activity to $1 billion by 2010 was revealed last week by the Department of Economic and Community Development's (DECD) Office of Innovation and the Maine Science and Technology Council (MSTAC). The level of R&D activity in Maine currently stands at $430 million.

SATAI Seeks President & CEO
The San Antonio Technology Accelerator Initiative (SATAI) Network, a nonprofit organization, is accepting applications from qualified candidates to fill the position of President and CEO. The SATAI Network seeks someone with strong leadership and team-building skills, as well as experience in linking venture capital to venture creation and cultivating an environment and resources for start-up enterprises.
Texas Legislature Approves Funding for Emerging Technology Fund
The Texas Legislature recently approved $100 million of the original $300 million requested by Gov. Rick Perry for the Emerging Technologies Fund (ETF). Another $100 million is expected to be available from the state's rainy day fund if revenues exceed forecasts.

Texas Creates S&T Council
Last month, Governor George W. Bush issued an Executive Order that created the Texas Science and Technology Council. The mission of the 21 member board is to "research, develop, and report to the Governor the means available to the State of Texas to become the national leader in science and technology cooperation, development, and research."
Maine Issues Guide for the Creative Economy
Maine Gov. Mark Baldacci has unveiled a new handbook intended to help communities to capitalize upon their cultural resources to spur economic growth. Maine's Creative Economy Community Handbook: Maine State Government Resources for Communities offers advice for community leaders interested in building a creative and dynamic workforce. The guidelines it gives for designing a strategic plan could benefit communities across the country interested in similar initiatives.
Maine Continues $41M Laptop Program

Last week, Texas Governor Rick Perry announced the formation of the Governor's Council on Science and Biotechnology Development. Maine Legislature Approves More than $69 Million for Science and Technology
The Second Session of the 119th Maine Legislature proved to be another watershed event for the state's science and technology sector. More than 20 percent of Maine's appropriated surplus budget was dedicated to increased monies for existing science and technology programs as well as substantial investment in new initiatives.
